This paper aims to analyse how German political parties and parliament acquire policy expertise which is necessary for politics to take the lead in policy-making against public administration. The paper focused on political parties, parliament, and politics-administration relation in Germany. Regarding the policy expertise of political parties, it dealt with ideological differentiation of the parties, nomination of candidates, and political foundations. Discussions on coalition negotiation and coalition contract, the importance of fractions and standing committees, and the role of opposition party were followed with regard to German parliament (Bundestag). Finally, in terms of the politics-administration relation, it looked at the primacy of politics briefly and political bureaucracy deeply. Considering that the Korean Public Administration has been the executive-centered one, the German political system can provide some useful implications for Korea to find an alternative in building up the policy capacity of the legislative branch.

이 논문은 독일의 정당과 의회가 어떻게 정책전문성을 확보하고 이를 통하여 행정 혹은 정부 관료제와의 관계에서 정책결정을 주도하는지 분석하였다. 정당의 정책전문성은 이념적 분화, 공천제도와 전문가 충원, 정당재단의 세 가지 요인을 다루었고, 의회부문은 연정협상과 연정협약서, 원내교섭단체 및 상임위원회 중심의 의회 운영, 야당의 정책전문성 등 세 가지 내용을 분석하였다. 정치-행정의 관계는 정치우월주의와 정무직 공무원을 논의하였다. 한국의 경우 발전국가의 전략에서 배태된 대통령과 행정부 주도의 집권적인 국정운영 체제에서 입법부의 역할이 취약하였기 때문에 독일의 정당, 의회, 정치-행정 관계에 작용하는 입법부 중심적인 특성은 향후 한국 정치행정체제의 발전방향을 논의하는데 유용한 시사점을 제공할 것으로 기대된다.
