Of the Mass destruction weapons used for terrorism, the attack with Biological & Chemical weapons of terrorists is more powerful than that with any other weapons. The cost of their production is low, whose facilities are easy to camouflage, so it is difficult for the agencies concerned to find them. This is why terrorists are getting more interested in the attack using Biological & Chemical weapons. These weapons can cause mass insecurity and social disorder with only their using threat for terrorist to realize their objective, which can result in panic among people and a broken social system. Copying with Biological & Chemical terrorism, therefore, should be accomplished above a specific country, not by only its members. With a view to making it, it is natural to build systematic measures for taking action. To build an effective measure system against Biological & Chemical terrorism, the systematic organizations should be formed in government and the organic cooperation like a joint study and intelligence exchange is demanded among these organizations. On the basis of this organic system, it should be completed to secure specialists and essential commodities to look out the attack using Biological & Chemical weapons. For the purpose of preventing Biological & Chemical attack, it is essential to build D/B of pathogenic organism and detection, protection, and elimination system, the management of which should be reinforced. It is necessary to review agreement against Biological & Chemical weapons for preventing terrorism and to enact law related to terrorism as well as to define the concept of terrorism. The legislation of preventing terrorism should be achieved including policy, exclusive organization, mutual assistance system, investigation, and so on. In addition, it should be considered to make the best of private security to deal with Biological & Chemical terrorism.

테러의 대량살상 위협무기들 중에서 생화학무기에 의한 테러는 다른 무기들보다 훨씬 더 강력한 효과를 발휘할 수 있고, 생산비가 저렴하며, 생산시설의 위장이 용이하고, 탐지가 어려우면서도 특수조건하에서 전략적인 가치가 높은 점 등 여러 특징들로 인해 테러수단으로써 관심이 증대되고 있는 것이 사실이다. 이러한 생화학무기는 그 무기의 사용에 대한 위협만으로도 이들이 목표로 하는 집단의 대중적 불안과 패닉상태로 사회적 대혼란을 초래할 수 있으며 이로 인해 사회의 안정성이 심각하게 교란되어 붕괴현상으로까지 이끌어 갈 수 있다는 특성을 가지고 있다. 따라서 생화학테러에 대한 대응은 개인과 국가를 초월하여 공동으로 대처해 나가야 할 것이며 이를 위해서는 체계적인 대응체계의 구축은 필연적이라 할 수 있다. 생화학테러의 효율적인 대응체계를 구축하기 위해서는 정부차원의 체계적인 대응조직을 편성하여야 할 것이며 이들 조직 간의 유기적인 협조체제와 공동연구 및 정보의 교류가 요구된다. 이러한 조직체계를 바탕으로 생화학테러에 대비한 전문 인력의 확보와 물자비축과 운용체제가 완비되어야 할 것이다. 또한 생화학테러의 예방적 차원에서 병원체의 DB를 구축하고 관리를 강화해야하며, 생화학테러 방어책을 강구하기 위해 생화학테러 시 탐지, 방호, 제독 체계의 구축이 체계적으로 이루어 져야 할 것이다. 생화학테러의 방지를 위한 생화학무기 금지협약 검증체제를 재검토하고 새로운 환경에 맞는 테러 관련법을 제정하고 테러에 대한 개념규정은 물론 정부의 정책목표, 테러대응전담기구의 설치, 관계 기관 간 공조체제, 테러사건 수사 및 처벌 등을 포함한 법 제정은 절실히 요청되어 진다. 그리고 테러로부터 국가 중요시설을 보호하기 위하여 민간경비원의 활용 방안도 검토되어져야 할 것이다.
