As the studies of school autonomy emphasize the fundamental aspects of school autonomy, this study did the contents analysis on the tasks of school autonomy, laws, and abolishment guideline focusing on B Office of Education's processing followed by first and second stage processing plan of school autonomy of Ministry of Education. B Office of Education abolished 24 guidelines and changed 5 guidelines by the Ministry of Education's 4․15 school autonomy plan abolishing 29 guidelines immediately. Looking at the distribution areas of each guideline, the guideline related to curriculum such as school affairs and school management(3 guidelines), curriculum(18 guidelines), personnel changes(2 guidelines), school inspection(2 guidelines), etal(4 guidelines) was the most. The highest ratio in the area of curriculum based on statistical criterion indicates that the autonomy of each school's curriculum operation increased. However, when the real content was reviewed, the guideline related to curriculum by level and after-school curriculum was generally maintained. It means that the content of the immediate abolishment guideline of school autonomy doesn't have big contribution on the curriculum autonomy increasement of each school. The second stage school autonomy processing plan released in November 12 decided to abolish 65.4%(214 guidelines) of 327 immediate abolishment guidelines. But there was high ratio in period completion and closing accounts(43.9%, 100 guidelines), and one shot guideline(22.4%, 51 guidelines). Especially, one shot guideline such as the official paper for material present and event plan isn't abolishment guideline for school autonomy. For making school-based self-administration foundation, the school autonomy should have operational ability based on school members' self-administrational perception and speciality, not guideline abolishment driven by central government.

교과부의 4·15 학교자율화 추진계획에 따라 B도교육청은 24개 지침을 폐지하고 5개 지침을 수정·보완하였다. 각 지침들의 분포 영역을 살펴보면 학사 및 학교경영(3건), 교육과정(18건), 인사(2건), 장학(2건), 기타 (4건)등 교육과정 관련 지침이 가장 많은 비중을 보이고 있다. 정량적인 기준에서는 교육과정 영역에 가장 높은 비중을 보이고 있어 단위학교 교육과정 운영의 자율성이 신장된 것이다라고 판단할 수 있다. 그러나 실제 그 내용을 살펴보면 수준별교육과정, 방과후교육과정 관련 지침은 대체적으로 그 내용이 유지된다는 측면에서 학교자율화 즉시 폐지 지침의 내용이 단위학교 교육과정 자율성 신장에 기여하는 바는 그리 크지 않을 것임을 짐작할 수 있다. 2단계 학교자율화 추진계획에서는 일괄폐지 지침 327건 중 65.4%(214건)를 즉시 폐지하기로 결정하였다. 그러나 지침 폐지의 이유 사업기간 완료, 결산 완료(43.9%, 100건), 1회성 지침(22.4%, 51건)의 비율이 높다. 특히 이 중 1회성 지침은 자료제출 공문, 행사 계획 등 학교 자율화를 위한 정비대상의 지침이라 보기는 어렵다. 학교자율화 1, 2단계 정책들은 즉시 폐지되는 지침의 수, 정비되는 법령의 수를 중심으로 한 양적인 측면의 규제완화를 학교자치의 필요조건으로 설정한 셈이다. 학교자율화가 학교중심의 자치기반 마련을 위해서는 중앙 주도 지침 폐지라는 규제완화가 아닌 학교구성원들의 자치의식과 전문성을 전제로 한 운영능력이 동반되어야 할 것이다.
