The annual number of people entering and departing the domestic airports as of the end of last year reaches 38 million, and 1.2 million foreigners living within the country today. Adding to that the 7 million foreign inhabitants, the potential of foreigner crimes occurrence can go beyond imagination. Adding up the number of foreign inhabitants to the number of entering and departing people which is growing in arithmetical progression and foreigners within the country, it is proportional to the natural increase rate of foreign affairs crimes in the end, which will cause worry to the society and spread to be serious social problems. So for effective measures to foreign affairs crimes, social policy and synthetic measures are necessary in the position of the National Police Agency or the country. Related to this, the importance of the police's precise information security about international crimes and the expansion of crime information interchange with foreign investigative agencies is increasing, so supplementing the personnel is urgent to perform activities such as protection of Koreans abroad and international cooperation with
investigative agencies in related nations. Also, new professional measures of foreign affairs police is necessary about the systemization and crime intellectualizing of foreigner crimes, and actualization of interpretation support of professional police investigators is required as a measure for human rights guarantee of foreigners and enhancing the efficiency of investigation. In the case of the ROK-U.S. Status-of-Forces Agreement, the necessity of agreement between the two nations again is urgently proposed due to limitation in investigation.
Next, to fit the broadening and systemization of foreigner crimes beyond time and space, the police must actively make use of international cooperation investigation system connecting with Interpol, and conclude Treaty on Extradition Between the Republic of Korea and all possible nations, and International Treaty on Mutual Legal Assistance in Criminal Matters to be devoted to securing foreigner crime evidence and locating their whereabouts. On the other hand, domestic agencies related to foreigner crimes must also be equipped with information sharing or single system to prevent crimes.

작년 말 기준으로 국내의 공항을 출입국하는 년인원은 3,800만 명에 이르고 있으며 현재 국내에 체류하는 외국인은 120만 명에 이르고 해외 거주민 700만명까지 계산하면 외국인 범죄의 발생 잠재력은 상상을 초월 할 수 있다. 이렇게 기하급수적으로 증가하는 출입국인원과 국내 체류외국인의 수에 해외 거주민 수를 합산하면 결국 외사범죄의 자연적 증가율과 비례하며 사회 전반에 우려를 불러일으킬 수 있고 나아가 상당한 사회문제로 전이될 수 있기 때문에 외사범죄의 효과적인 대응을 위하여 경찰청이나 국가의 입장에서 사회정책적이고 종합적인 대응방안이나 정책 제시가 요망되고 있다. 이와 관련하여 경찰의 국제범죄에 대한 정확한 정보확보와 외국 수사기관과의 범죄정보교류 확대의 중요성이 증대되고 있기 때문에 현지교민 보호 활동 및 관련국 수사기관과의 국제공조활동 등을 수행을 위한 인력충원이 절실하다. 또한 외국인 범죄의 조직화와 지능범죄화에 대한 외사경찰의 새로운 전문적인 대응능력도 또한 필요하며, 외국인의 인권보장과 수사의 효율화 방안으로 전문 경찰수사관의 통역지원의 현실화가 필요하다. 한미행정협정 적용 대상 사건의 경우 수사상의 한계로 인하여 양국간 재합의 의 필요성이 절실하게 제기된다. 경찰의 정보기능과 외사기능이 혼재되어 책임있는 정보활동이 유지되지 않는 것 또한 앞으로 외사분야에서 해결해야 할 과제라고 생각한다.
