Police officers always endeavor to make our society safe for citizens. They work around the clock and deal with various problems and strenuous situations that occur in our society. Due to their long working hours, police officers easily suffer burnout and other psychological effects, too. However, we have not instituted a good welfare system for them until now. Even though we have implemented policy and special welfare systems for workers who work in dangerous conditions such as fire fighters and police officers, this is not enough to compensate for workers who risk their lives.
One of the significant reasons for this is that the constitution still needs to be revised. Moreover, there are problems regarding compensation for loss of life, the bereaved families who are financially affected by this loss and the honor of the deceased.
For this reason, I investigated complications and shortcomings on the police relief system and subsequently submit solutions through this paper.
Several improvements were suggested to solve these problems. Firstly, preventive measures should be given special attention. If police officers are severely injured while on duty, it usually takes a long time to recover. In order to minimize accidents and injuries on duty, police officers should be trained on safety procedures and precautions through the police educational program. Additionally, long working hours that police officers put in should be considered positively. Still, government
needs to make a concerted effort to get rid of stresses that police officers incur when on duty and put mechanisms in place for physical and psychological recovery. The last aspect of improvement which I suggest is the upgrading of laws and systems for who are injured or died on duty. When police officers are wounded or die on duty, full financial support and compensation for the bereaved family members should be made available. In addition to being citizens, police officers are important contributing members in our society. From this point of view, if we handle this problem, we will draw conclusions easily.

순직.공상 경찰의 근본적인 문제 해결을 위해서는 경찰관 내부의 노력부터 시작되어야 할 것이다. 경찰청 내부에서 피해를 예방하기 위한 교육 프로그램 등을 개발하고 실시하여 각종 상황에 맞는 업무 매뉴얼 등을 작성하여야 할 것이다.
또한 비현실적으로 과다한 업무량과 경찰 공무원 직업 특성상 발생하는 스트레스 해소를 위해 적극적으로 노력해야 할 것이다. 회복할 수 없는 치명적인 사고는 금전적으로 절대 배상이 안 된다는 것을 명심하고 사전에 피해를 방지하려는 노력을 최우선으로 두어야 할 것이다. 만약에 발생한 사고에 대해서는 경찰관과 시민들이 순직.공상 경찰관에 대하여 영웅시 할 수 있는 사회적 분위기를 조성하여 관련 법제도 정비 및 민간기관의 협조가 원활히 이루어 질 수 있도록 해야 할 것이다. 미국과 일본의 예에서 봤듯이 순직.공상 공무원 및 그 가족에 대한 합리적이고 현실적인 보상 방안은 경찰 및 그 가족들에게 자부심을 길러 줄 것이며 그에 상응하여 나라에 대한 충성심과 시민들을 향한 치안 서비스의 향상은 자명한 일이다. 경찰은 특수하고 위험한 업무를 수행하는 우리와 같은 시민이다.
그런 관점에서 경찰 보상 문제에 대해 접근한다면, 특수하고 위험한 업무를 담당하는 시민에게 그에 맞는 대우를 해 주어야 한다는 것은 당연한 이치이고 보다 합리적이고 실질적인 보상방안이 나올 것이라 생각한다.
