Jejung Sinpyeon(濟衆新編), a government-sponsored medical book, was compiled by Gang Myeong-gil(康命吉) and published in 1799(the 23rd year of King Jeongjo's reign) at the order of the king. This paper examines the background to the compilation of the medical records, their composition and the system thereof, and analyzes the prescriptions cited in Jejung Sinpyeon Inyongjebang(濟衆新編引用諸方) in a bid to study the significance of the book's compilation. The study on the background to the compilation of Jejung Sinpyeon suggests that while King Jeongjo(正祖) recognized the importance of Donguibogam(東醫寶鑑), he indicated its duplicated, missing and difficult portions, and sought to compile a medical book containing new disease patterns and therapies. This move was intended to reflect changes in the patterns of diseases and the medical developments achieved after the publication of Donguibogam. Jejung Sinpyeon consists of 8 volumes, 5 books and 70 items. A comparison of the items in Jejung Sinpyeon and Donguibogam indicates that, of 105 items in the latter, 39 were excluded from and four items were newly added to the former. The added items were dujin(痘疹), majin(麻疹), and yangno(養老) in Volume 7 and Yakseongga(藥性歌) in Volume 8. An analysis of the references cited in Jejung Sinpyeon indicates that 21 kinds of references mentioned in Jejung Sinpyeon Inyongjebang were all cited once or more often. Of the 21 kinds of references, eleven references were cited once, five references were cited 2-8 times, and the other five references were cited 10 times or more. References such as Guseonbang(臞仙方), Wisaengbang(衛生方), Gukbang(局方), Dangyeong(丹經) and Gugeupbang(救急方), were not listed in Jejung Sinpyeon Inyongjebang, but the study confirmed that they were actually cited. A look at the number of citations of each reference suggests that Jejung Sinpyeon cited 21 kinds of references 1,188 times. This number includes not only the number of citations of prescription names, but also the number of citations of pulse, symptoms, therapies and the nature of various diseases. The number of citations totals 1,278, if those citations marked as naeguk(內局) and sinjeung(新增), as well as five kinds of references deleted from the list of references, are included. Of 1,278 citations, 1,048 citations or 88% were borrowed from Donguibogam.

『濟衆新編』은 정조의 명에 의해 강명길이 편찬한 관찬의서로 1799년(정조 23) 처음 간행되었다. 이 논문에서는 『濟衆新編』의 편찬 배경 및 그 구성과 체제에 대하여 간단히 살펴보고, ‘濟衆新編引用諸方’을 분석함으로써 『濟衆新編』 편찬의 의의와 성격에 대하여 고찰하였다. 『濟衆新編』의 編纂의 背景을 살펴보면, 正祖는 『東醫寶鑑』의 중요성을 인정하면서도 중복되고 빠진 부분, 난해한 부분 등을 지적하면서 새로운 질병의 양상과 치료법을 포함하는 醫書를 만들고자 하였다. 이와 같은『濟衆新編』의 편집 방향은 『東醫寶鑑』이 간행된 이후 나타난 질병 양상의 변화와 의학지식의 발전을 수용해야 할 필요성도 만족시키는 것이었다. 『濟衆新編』의 체제에 대해 살펴보면, 전체 내용을 8권5책 70개의 항목으로 기술하고 있다. 『濟衆新編』과 『東醫寶鑑』을 비교하여 그 항목의 출입을 살펴보면, 『濟衆新編』에서는 『東醫寶鑑』의 105개의 항목 중 39개의 항목을 삭제하고 새롭게 4개의 항목을 추가하였다. 추가된 항목은 권7의 痘疹, 麻疹, 養老와 권8의 藥性歌이다. 『濟衆新編』의 引用文獻 분석 결과, ‘濟衆新編引用諸方’에서 밝히고 있는 21종의 引用文獻은 모두 1회 이상 인용되었다. 21종 중 11종의 문헌이 1회 인용되었고, 5종의 문헌은 2-8회 인용되었으며, 10회 이상 인용된 문헌은 5종이다. 그 외에 『臞仙方』, 『衛生方』, 『局方』, 『丹經』, 『救急方』 등의 文獻은 ‘濟衆新編引用諸方’에는 수록되지 않았지만 실제로 인용된 문헌임을 확인하였다. 引用文獻별 引用回數를 살펴보면, 『濟衆新編』은 21종의 인용문헌에서 총 1,188회를 인용하고 있음을 알 수 있다. 이는 處方名에 引用된 回數는 물론 脈과 症候, 治療 등의 病症을 설명하면서 인용된 문헌까지를 모두 포함한 것이다. 여기에 ‘內局’, ‘新增’이라 표시된 인용과 누락된 5종의 문헌 인용까지를 모두 포함하면 引用回數는 총 1,278회에 이른다. 총 1,278회의 引用回數 중 1,048회가 『東醫寶鑑』에서 인용됨으로써 『濟衆新編』은 『東醫寶鑑』에서 88%를 인용하였음을 확인하였다.
