This paper purports to discuss the political aspects of school-based management(SBM), drawing upon a literature review of the theories and practices of the approach, with a look into the experience of Korean school councils in particular. Although the SBM approach implies the broad participation of stake holders, decentralization of power and transformational leadership of principals, school councils in Korea have not seen much success in these aspects as compared to the outcomes of other countries. Despite the strong rationales and internationally growing popularity of the approach, a review of studies on Korean school councils has revealed a number of interesting findings, including contradicting research results according to different methodologies, limited participation in council activities, disfavored conditions, eschewed politics, and insufficient principal leadership. Measures identified for the improved implementation of SBM are capacity building, restoration of the school council as a basic decision-making body, an efficient administrative system, and sufficient support for schools.

이 연구는 단위학교 책임경영제에 관한 국내외 선행연구들과 한국의 학교운영위원회 정책과 실제 운영 사례에 관한 선행연구들을 활용하여 단위학교 책임경영제에 내재된 정치학을 제시해보는데 목적이 있다. 단위학교 책임경영제는 교육공동체 이해관계자들의 광범위한 참여, 중앙 및 지방행정기관으로부터의 권력 및 권한의 이양, 학교장의 변혁적 리더십의 발휘 등 많은 과제를 안겨주고 있다. 단위학교 책임경영제에 관한 높은 국제적 관심과 실제정책 사례와 다양하고도 매력적인 주장 논거에도 불구하고 많은 비판과 문제점도 함께 제기되고 있다. 한국의 학교운영위원회에 관한 선행연구를 분석한 결과 다음의 문제점들이 제기되었다. 양적, 질적 연구방법에 따른 연구결과의 차이, 대표성과 전문성의 약화로 인한구성원 참여의 제한, 행정적 통제위주의 운영과 집권적 운영시스템에서 비롯되는 제반 여건의 약화, 학교운영위원회 내 미시정치의 약화, 불충분한 학교장의 리더십 등이다. 이명박정부가 2009년 6월 발표한 '학교단위 책임경영을 위한 학교자율화 추진 방안'의 성공적 추진과 이를 통한 학교 자율화 과업의 달성을 위해서는 단위학교 책임경영제에 관한 본질과 내재된 정치역학을 이해하고 이를 집중 연구할 필요가 있으며, 보다 효과적인 장치로서의 학교운영위원회의 작동을 위해 구성원의 역량 강화, 의사결정기관으로서의 학교운영위원회의 위상 확립, 충분한 권한 이양과 행․재정적 지원 등 실질적 개선 노력이 따라야 할 것이다.
