본 논문은 독일 형사사법 시스템에서의 보호관찰의 역할에 대해 살펴보고 있다. 특히 보호관찰 조직구조의 변화에 관한 주정부들의 최근 조사는 보호관찰업무의 견실한 기준과 간접적으로 관련되어 있다. 이 업무는 대단히 존중받고 있다. 결과적으로 더욱더 많은 일들이 보호관찰소의 업무가 되었다. 반면 직원들은 그에 상응하게 증가하지 못했다. 왜냐하면 재정상의 이유 때문에. 최근의 변화는 이런 불균형을 보상해줄 것이고, 가능하다면 서비스의 효율성과 힘과 수행능력을 향상시킬 것이다. 개혁은 보호관찰관들을 향한 직접적인 것이 아니지만 그 직원들이 참여하여 계획되고 수행된다. 이것은 실천가들이 더 역동적이 될 수 있는 기회를 내포하고 있다. 일반적으로 말하면 사회적인 환경과 가치가 변화되기 위
해서는 그 변화에 영향을 줄 수 있고, 미래를 만들어 나가는데 참여할 수 있는 기회가 열려 있어야 할 것이다.
