In 2010, Germany, existed as divided entities of two different socio-economic systems, celebrates its twentieth anniversary of peaceful reunification. This paper intends to look into changing political systems of Germany in the last 20 years since the reunification. It started with a question of whether existing explanations of contemporary German politics from 1945 are still valid. In order to understand changes in the political constellations of the post-reunification era, this paper focuses on the changing aspects in the German party politics, which resulted from major federal as well as state level elections from 1990 to 2009. This is because comprehensive understanding on what happened both on the federal as well as state level will lead to the systematic analysis of changing political constellations in the post-reunification era in Germany. The study of political changes in Germany since the reunifications has great implications for us as we aspire reunification on the Korean Peninsula as well. For the big challenge of preparing ourselves against political chaos as a consequence of unification between two heterogenous systems will eventually face us.

2010년은 2차 세계대전 이후 상이한 경제사회체제로 존속해 온 분단 독일이 평화적인 방식으로 통일이 된 지 20년째 되는 해이다. 본 연구는 통일된 20년 동안 지속적으로 변화하고 있는 통일 독일의 정치지형을 추적하고 분석하고자 하는 데 목적이 있다. 이 연구는 1945년 이후 현대 독일정치를 해석해온 기존 설명방식들이 통일 독일 이후의 20년간에 진행된 정치지형의 변화에도 여전히 유효할까라는 의문에서 출발한다. 통일 20년 정치지형의 변화를 정리하기 위해 본 연구는 1990년 이후 2009년까지 연방과 주 차원에서 있었던 주요 선거 결과 로 나타난 통일 독일의 정당정치 변화상에 주목한다. 이는 연방과 주(州) 차원에 서 진행된 내용에 대한 종합적 이해를 통해서만이 통일 이후 정치 지형의 변화 에 대한 체계적인 설명이 가능할 것이라고 판단하기 때문이다. 통일 사회를 꿈 꾸는 우리에게도 통일 독일 20년의 정치지형 변화에 대한 연구가 시사하는 바는 매우 크다. 이질적인 체제 간의 통일 과정과 이후의 단계에서 조성될 혼돈의 정치질서에 대한 대비책을 우리도 신중하게 모색해 봐야 하는 과제가 놓여 있기 때문이다.
