- This paper examines how a cultural heritage city can be built to promote cultural tourism in Gyeongju. Though the demand for cultural tourism is growing in accordance with cultural capital enlargement, yet tourism business is slow in Gyeongju City, which is known by a well-known historic cultural city. This research was conducted to find alternative measures to promote cultural tourism in the city by investigating the issues and problems concerning the development of a cultural heritage city and by analyzing the current situation and conditions of regional tourism industry. This paper argues that to undertake the project for the development of a cultural heritage city in Gyeongju, more emphasis should be placed on the perception of Gyeongju as an area full of tourism resources than on the perception of Gyeongju as merely an archetypical restoration target. The project should see to it that construction of the Korean-style house preservation district should is based on the concept of traditional culture districts. Some legislation is necessary for the project to be successful.
