The concept of 'Network', as used in this study, means linkage and collaboration. Recently this has been studied actively in the field of social welfare. In this regard, this study purpoesly gives light on enhancing and activating the welfare network system of the city in Gyeongju, by looking into the social workers' perception and attitude through survey on networking among welfare service providers such as the public sector (social work officials and health center officials) and nongovernmental social workers. On this point, this study focuses on enhancing and activating Community welfare networking through service linkage system among service providers in order to satisfy service delivery efficiency. This study concludes as follows ; First, it should be removed as an obstacle inside and outside of social welfare facilities and institutions such as time shortage, burden on welfare service providers, insufficient support of institutions, the head of social welfare facilities, institutional need for budget and education opportunities to the welfare service providers in order to encourage network. Second, it should be continuously pursued for practical purposes from formal and informal contact, information exchange programs to joint management programs, joint development programs and joint event between organizations to improve linkage and collaboration. Lastly, In order to have an effective network, the council for Community welfare of Gyeongju city in order to perform an important role in linkage and collaboration in the subject of managing Community welfare network should be backed up by administrative and financial support, which goes with its actual role and function.
