The unification among local communities around the nation was done by the government's leading role and the demands of local communities, and now it brings about a new change. The developments of transportation and communication make obscure the boundaries among local governments and neighboring local live within shared local areas, so subdivisions between local authorities are unnecessary. In accordance with these transformations, the demand for uniting local communities becomes a fresh factor for the police administration system. The union of local authorities seems not proper to accept commands of policing with the old police system. The unification of local governments is needed to expand policing areas, to do police action, and to alter man-power organization in a different way. Furthermore intensive modern police is required. Thus, innovative police administration system is demanded. The union necessitates police actions of local communities, democratism and service of police administration , and political neutrality. In order to meet those, police administration system should be equipped to be switched to the chief of a police stations-centered approvement one, and it should guarantee police organization and authorities institutionally by stipulating those in the law. Therefore, this study has analyzed real situations of the union of local authorities through documents and suggested a fundamental direction of police administration system so that the system could be in line with new shifts.

자치단체간의 통합은 치안지역의 범위를 광역적으로 변경시키고 새로운 치안지역을 담당하게 되고 인력구조를 새로운 형태로 변화시킬 필요성이 요구되기 때문이다. 또한 지역치안이라는 새로운 지역사회경찰활동의 강화가 필요하므로 이에 대응한 경찰행정체계의 변화가 필요하다. 지방자치단체의 통합은 지역사회의 경찰활동, 경찰행정의 민주성과 봉사성 그리고 정치적 중립성을 달성할 것을 요구하고 있다. 이러한 변화의 요구에 대응하여 경찰행정체계는 기존의 경찰청장과 지방경찰청장중심에서 벗어나 최하급단위인 경찰서장 중심의 독임제 경찰행정청즉 경찰서장이 독자적으로 인사권과 의사결정권을 가지고 업무를 수행할 수 있도록 변화가 필요하다. 경찰서장의 경찰조직과 권한에 대하여는 기존의 경찰법에서 개괄적으로 규정한 것을 벗어나 구체적이고 명확하게 권한과 사무의 범위를 법률에 구체적으로 명시하여 제도적으로 보장할 필요가 있다. 따라서 본 연구에서는 지방자치단체간의 통합에 대한 실태를 문헌을 통하여 분석하고 새로운 변화에 부합하는 경찰행정체계를 확립하도록 하기 위하여 경찰행정체계의 기본방향을 제시하였다.
