A plan for efficiency of public administration was pursued by examining the discussion about the reformation of administrative areas and examining the influence in the reformation of administrative areas upon the small and medium sized local governments. The discussion about consolidation with the center on regionalism, which is being discussed now, is difficult to be expected efficiency in the economy of scale from the position of the small and medium local governments, and has high possibility for damaging the essence of local autonomy. Therefore, it suggested the inter-local agreement, the public administrative council, and the installation of administrative special district, with the regionalism of administrative-service district, available for securing efficiency in public administration while reducing resistance of local residents, rather than city-county consolidation, which has a cause for conflicts between regions.

본 연구는 행정구역개편에 대한 논의를 검토하고, 행정구역개편이 중소규모 지방자치단체에 미치는 영향을 살펴봄으로써 행정의 효율화 방안을 모색하였다. 현재 논의되고 있는 행정구역 광역화 중심의 통합논의는 중소규모 자치단체의 입장에서 규모의 경제를 통한 효율화를 기대하기 어렵고, 지방자치의 본질을 훼손할 가능성이 높다. 그러므로 지역간 갈등의 소지를 안고 있는 시군통합 보다는 지역주민의 저항을 줄이면서 행정의 효율성을 확보할 수 있는 행정서비스 구역의 광역화로 협약에 의한 공동사무처리, 행정협의회, 행정특별구의 설치 등을 제시하였다.
