This study is provide desirable orientations analyzing judgement criteria applicable in the self authority audit & inspection the subject of Daegu city's cases. The methodology of this study is primarily analytical in its approach supplemented by empirical findings thorough extensive analyses of audited cases. According to the findings of case studies and questionnaire surveys, the new directions are suggested. The study of the changes of audit criteria deals with the Daegu city's audited cases from 1995 to 2008(thirteen years). Audit values of Daegu city self authority audit & inspection have developed not in legality, efficiency but in efficiency, legality. The survey results indicate that efficiency value of the audit criteria is the most important, the performance criteria are more important than legality. For performance audit should be designed the changing the cognition, adaption of new audit criteria establishment, appointment of professional employee and namely democracy and equity, the establishment of independent institution etc.

본 연구는 대구시 자체감사 사례를 중심으로 자체감사 판단기준을 분석하고, 자체감사의 바람직한 방향을 제시하고자 하였다. 분석대상지역은 대구광역시이며, 자료는 1995-2008년 사이 실시한 감사 사례를 활용하였고, 또한 2008년에 실시한 설문조사를 근거로 하여 문제점 및 시사점을 제공하고자 하였다. 연구결과, 대구시 자체감사는 합법성 기준보다 효율성 기준을 우선적으로 적용하고 있으며, 향후, 민본지향적인 민주성, 형평성 등이 기준도 많이 고려될 것으로 보인다. 효율성 중심의 성과감사가 성공적으로 정착되기 위해서는 자체감사에 대한 인식전환, 법제도 마련, 자체감사인력의 전문성, 기구의 독립성 확보 등이 필요한 것으로 보인다.
