International institutions have played a critical role in protecting and promoting international human rights. However, to whom international institutions should hold accountability and how to hold them accountable have remained unsolved puzzles in the study of international human rights. Specifically, the democratic accountability of international institutions have received growing attention because of the paradoxical situation in which the state-created international institutions put more emphasis on the individual human rights interests than the interests of a sovereign state. In this paper, we base our attention on the premise that framing the relationship between human rights and democratic accountability at the global level may be associated with theory of democratization. In this regard, this paper surveys recent debates in order to explore the potential of the conceptual extension of democratic accountability from the domestic level to international level and how to sustain democratic accountability of international institutions.

국제제도는 넓은 의미의 국제관계연구 뿐만 아니라 국제윤리분야에서도 중요한 관심사 중의 하나이다. 특히, 국제적 인권보호 및 증진과 관련된 연구에서 국제제도는 인권보호에 중추적 역할을 담당해왔다고 평가되어 왔으며, 그 중요성은 더욱 커지고 있다. 그러나 인권보호에 있어서 국제제도의 기여에도 불구하고 국제제도의 역할에 대한 논쟁 역시 존재해왔다. 이러한 논쟁들 중 대표적인 것이 국제제도의 민주적 책임성을 둘러싼 논쟁이다. 본 논문에서는 국제제도의 민주적 책임성 문제를 국제인권제도를 중심으로 검토해 본다. 구체적으로, 국가주의, 세계시민주의, 그리고 국제사회 모델의 관점에서 국제제도의 민주적 책임성 문제를 검토한다.
