Professor Woo-seok Hwang Scandal that occurred in 2005 raised an issue of research ethics not only in Korea but also in the global academia. After going through a national pell-mell, domestic research institutions and the academia took proactive measures and improved provisions on academic ethics in order to prevent research misconduct and facilitate academic development at home and abroad. Although major advanced countries in the U.S. and Europe have experienced similar experiences in research misconduct, they are currently operating exemplary academic research ethics systems based on preventive ethics education instead of enhanced ethical provisions or legal punishment. Against this backdrop, the study aims to figure structural practice of existing academic ethics in Korea and analyze the current state of government institutions while understanding problems in academic ethics in Korea. It is also focused on figuring out how advanced countries including the U.S. and those in Europe are operating regulations and systems with regard to academic research ethics and create an international consensus. As for academic research, most advanced countries have systemized and practices academic research ethics in various ways in consideration of historical and cultural characteristics. The study aims to contribute to establishing and practicing research ethics in Korea based on diversified systems to prevent research misconduct on the part of advanced countries in academic research.

2005년 발생한 황우석 서울대 교수의 사건은 한국뿐만 아니라 전세계 학회에 연구윤리 문제의 중요성을 부가시키게 되었다. 국가적 혼란을 겪은 이후 국내 관계기관과 학계는 이 문제를 능동적으로 대처하여 자체 학술윤리 규정을 정비하였고, 향후 국내외 연구부정 방지와 학술 발전에 긍정적 영향을 줄 것으로 기대된다. 미국과 유럽 등 주요 선진국 역시 이와 유사한 연구부정 행위에 대한 경험들을 가지고 있으며, 윤리규정 강화나 법적 제재보다는 윤리예방 교육, 윤리규정 시스템을 제정하여 비교적 모범적인 학술연구 윤리체계를 확립하고 있다. 이에 한국의 기존 학술윤리의 구조적인 관행을 살펴보고, 이를 변화시키려는 정부기관의 실태조사 결과를 분석하여 한국의 학술윤리에 관한 문제점을 먼저 파악해 본다. 다음 미국, 유럽 등 연구 선진국들이 어떻게 학술연구 윤리에 대한 자체 규정과 제도를 운영하고 있고, 국제적 공감대를 형성하고 있는지를 고찰해 본다. 학술윤리 연구에 대해 대부분의 선진국들은 자국의 역사적․문화적 특성을 고려하여 다양한 방법으로 학술연구 윤리를 제도화․실천하고 있음을 살펴볼 수 있다. 이 논문은 이러한 학술윤리 연구 분야에 있어서 선진국들의 훌륭한 연구윤리와 부정행위 방지를 위한 다양한 제도들을 살펴본 이후 한국의 연구윤리 제정과 실천방안 도출에 기여하고자 한다.
