The purpose of this study is to analyze issues on welfare finance decentralization which is at the center of argument over welfare decentralization. They are 3 hot issues, which are (1) rational classification of social welfare services transferred to the local government, (2) support strategy for poor financial situation of local government including decentralization shared tax, and (3) citizen participation in the process of compilation of a budget. This study also seeks for policy solutions to solve these problems. This study suggests as follows. First, for classification of social welfare services transferred to the local government, social welfare services which need to reflect the regional characteristics should be transferred to the local government, based on principles of equity and practicability. However, social welfare businesses such as management of assissted-living facilities, establishment of new welfare institutions should be returned to central government subsidies business, for seeking balanced development between regions and guarantee of national minimum living standard. Second, social welfare block grants should be introduced in order to support poor financial situation of local government. Finally, citizen participation in the process of compilation of a budget should be introduced and guaranteed.

본 연구는 현재 복지분권 논쟁의 중심에 서 있는 재정분권의 문제를 지방이양사업의 합리적 분류문제, 분권 교부세 정비문제를 포함한 지방재정 지원문제, 그리고 예산편성에 있어서의 주민참여문제 등 세 가지 차원의 문제를 중심으로 분석하고, 그 정책적 개선방안을 모색하는데 그 목적을 둔다. 첫째, 지방이양사업의 재분류 방안으로 형평성의 원칙과 실행성의 원칙에 근거하여 지역사회복지관 운영과 같은 지역적 특성을 반영할 필요가 있는 사업은 반드시 지방으로 이양하되, 생활시설운영, 시설설립 등의 사업은 지역 간 균형발전 도모와 전국적 최저선의 보장이라는 차원에서 국고보조사업으로 환원하는 방안을 제언한다. 둘째, 사회복지사업 운영을 위한 지방재정 지원방안으로 사회복지사업의 재정 안정성을 도모하면서 지자체의 재정 자율성을 보장해 줄 수 있는 사회복지포괄보조금 제도의 도입을 제언한다. 마지막으로 사회복지 재정분권을 위한 실질적인 주민참여를 위해 시민참여예산제도를 도입해야 함을 제언한다.
