In effectively handling child missing cases, it is important for the police to make appropriate efforts but, it is more important than any other things for the people to actually have interest and participate in handling the cases and it is required more than in any time in the past for private organizations and civic groups, which may serve as a channel for such participation, to take appropriate actions. However, child missing cases in Korea are handled primarily by the National Police Agency and other government departments. Moreover, the cases are neither treated harmoniously and effectively even within the agency nor cooperatively handled between national organizations and civic groups. In stark contrast, good efforts are made in other countries to advertize the fact that citizens can participate in handling child missing cases through various channels. To solve such problems in Korea, it is necessary to develop and complement various programs for interrelated organizations like national organizations and civic groups to smoothly cooperate with each other, to set up practical systems to support the parents of long-time missing children, and to regularly conduct public advertisements and frequently conduct campaigns by using various electronic display boards and online means. Not only that but also, diverse press and broadcasting media should be employed to invite the people to pay attention to the cases in question, to make the people have a correct understanding of a project to find missing children and recognize and pay more attention to the importance of preventing the cases from happening. It is expected that the above-mentioned endeavors will also contribute to improving the quality of life of the people since community policing and problem-oriented policing will be realized and people's fear of crimes reduced.

아동 실종사건의 효과적인 처리방안을 위해서는 경찰의 노력도 중요하지만, 실질적으로는 국민적 관심과 참여가 무엇보다 중요하고, 이러한 참여의 창구 역할을 하는 민간기관과 시민단체의 역할이 그 어느 때보다 필요하다. 그러나 우리나라의 실종아동 사건의 처리는 경찰청을 중심으로 한 관(官) 주도로 이루어지고 있으며, 경찰청 내부에서도 업무처리의 일원화가 제대로 이루어지고 있지 않을 뿐만 아니라 국가기관과 민간단체가 공조가 미흡한 상태이다. 이러한 점은 시민들이 다양한 경로로 실종아동 사건에 참여할 수 있도록 홍보하고 관리하는 외국 사례와 비교되는 점이라 할 수 있다. 이러한 문제점에 대해 국가기관과 민간단체 등 상호관련기관의 협력을 위한 다양한 프로그램을 개발하고 보완하며, 장기 실종아동의 부모를 위한 실질적 제도들을 마련하고, 정기적인 캠페인과 각종 전광판 홍보, 온라인 홍보 등을 전개하면서 공익광고 차원의 캠페인이 수시로 진행되어야 한다. 아울러 다양한 언론 및 방송매체를 활용하여 실종아동에 대한 관심을 촉구하고 실종아동 찾기 사업에 대한 국민적 인식이 바르게 정립될 수 있도록 하여 예방의 중요성과 필요성을 함께 느낄 수 있게 홍보하고 국민들의 관심과 예방의 중요성을 인식시켜야 한다. 이러한 노력은 지역사회 경찰활동(Community Policing) 및 문제 지향적 경찰활동(Problem-Oriented Policing)의 실현과 범죄에 대한 두려움 감소로 인한 국민의 삶의 질 향상에도 기여하게 될 것으로 기대된다.
