The purpose of this study was to find institutional and practical plans to reduce caregiving burden for the caregivers of the elderly with dementia. With the full-scale introduction of the "Long-term Care Insurance for the Elderly" in July, 2008, the Korean society anticipates that the caregivers of the elderly with dementia will have much of their psychological, social and economic burden lifted. But the system places priority on home care rather than facility care. In addition, the facility infrastructure for the elderly in need of care is in shortage. Thus there should be continuous investments from the public sector and efforts to install devices to alleviate the economic burden that remains to be heavy. Being professional interventions formerly suggested to reduce caregiving burden for the caregivers of the elderly with dementia, the practical support measures also call for considerable changes after the introduction of Long-term Care Insurance for the Elderly. And it should be noted once again that the responsibility for approaching and solving the issues around the elderly with dementia and the caregiving burden on their families lies in the society rather than the individual old people with dementia and their families.

본 연구의 목적은 치매노인 부양자의 부양부담을 경감할 수 있는 제도적, 실천적 방안을 도출하고자 하는 것이다. 한국사회는 2008년 7월부터 ‘노인장기요양보험’이 전면적으로 시행됨에 따라 치매노인 부양자의 심리적, 사회경제적 부담이 상당부분 줄어들 것으로 예상되고 있다. 그러나 이 제도는 시설보호보다는 재가보호를 우선함에 따라 아직까지 요보호 대상 노인들을 위한 시설인프라가 부족한 상황이기 때문에 지속적인 공적부문의 투자가 있어야 하며, 여전히 높은 경제적 부담을 완화할 수 있는 방안들이 마련되어야 할 것이다. 또한 기존 치매노인 부양자의 부양부담을 경감하기 위해 제시된 전문적 개입방법인 실천적 지원방안들 역시 노인장기요양보험의 도입으로 인해 상당부분 변화가 필요함을 알 수 있다. 치매노인과 그 가족의 부양부담에 관한 문제의 접근과 해결은 개인과 치매노인이 속한 가족이 아닌 사회적 책임임을 다시 한 번 인식해야 할 것이다.
