The purpose of this study is to analyze the decision-making process of salaries for local council members in Korea. This study is to search for factor of deciding salaries of those and to conduct case-study on decision-making of decision committee of salaries for local council members. Based on the analysis, this paper proposes several implications of decision-making process on committee organization in Korea. First, patterns of decision-making are a lively discussion through mutual compromise and make good use of rules of decision-making as problem-solving system. Second, it is showed that the majority rule is very often used by a member of a committee in all cases. Third, the executive servants show disappointedly a friendly feeling for raise salaries for local council members. Finally, I suggest that decision-making of committee organization lookes alike as incrementalism that disputes salaries for local council members through mutual compromise in this year salaries. Despite such argument this paper is a basic study in the level of exploratory research.

본 연구는 정부기구의 의사결정과정분석은 많은 연구성과가 축적되었지만, 위원회조직의 의사결정과정이 어떻게 이루어지는가에 관한 논의는 상대적으로 미미하다는 점에 주목하고, 의정비심의회 의사결정사례를 분석하였다. 분석결과에 따르면 첫째, 의사결정과정은 합리적 논변과정이 보장되고 그 안에서 토론과 협의를 통해 의사결정이 이루어지며, 논변과정에서는 다양한 의사결정규칙들이 문제해결장치로 활용되었다. 둘째, 의정비심의원회는 의사결정권한구조가 각 위원들에게 분산되어있고, 모든 의사결정의제는 다수결원리에 따라 결정되었다. 셋째, 집행부 관료들은 의정비 심의에 관해 호의적 경향을 보이고 있다. 이는 지역사회에서 집행부 관료와 의원들간 지연, 학연관계에서 비롯된 정적인 유대관계에서 기인한 것으로 보인다. 넷째, 위원회조직 의사결정과정에서는 문제해결책 분산화 경향, 의사결정지연, 위원장의 리더십 등의 중요성이 제기되었다. 다섯째, 의정비 의사결정유형은 점증모형과 유사하다. 의정비는 현년도 기준으로 참여자간 협상과 조정을 통해 다음해 의정비가 결정되는 방식이다.
