External and Internal Approaches to the Concept of Authority Park, Dong-Chun (Department of Political Science and Diplomacy, Chonbuk National University) Authority is a form of influence whose main characteristic consists in the fact that some role as an actor is conceptually presupposed on the part of the recipient if what is being received is to be properly called authority. Any account which stops at regarding authority as a form of influence can never touch on this characteristic while attempts to classify different kinds of authority neither are able to penetrate into the gist of what authority is. In contrast to these approaches from the external outlook, this paper suggests an approach that may help to bring into view what can only be seen of authority from the internal perspective. The internal approach pays special attention to the dimension that a sense of right plays an important part in one’s taking somebody or a certain set of policies, institutions, or customs as authoritative. Sensitivity to this dimension is likely to lead our attention to another that understanding the concept of authority is internally connected with such particular considerations as what authority matters to who engaged in what sort of pursuits with what propensities and values, etc. Therefore, an inquirer into what authority is has to meet in the course of the inquiry a point at which he has to participate in evaluating things in the first-person terms. If the inquiry is about political authority, that point is exactly where philosophy and politics have to communicate with each other.

권위는 영향력의 한 형태이지만 영향력 중에서는 수용자 편의 주체적인 역할이 반드시 필요하다는 점에 특징이 있다. 권위를 단순히 영향력의 한 형태로 여기는 데서 그치면 이 특징을 전혀 건드리지 못한다. 권위의 종류를 분류하는 방식으로도 역시 권위 자체가 무엇인지에는 침투하지 못한다. 이와 같은 외면적인 접근에 대비해서 본고에서는 내면적인 접근이 필수적이라고 주장한다. 내면적 접근은 어떤 개인이 어떤 사람이나 정책 또는 제도나 관습을 권위적이라고 받아들이는 데에는 그것이 어떤 정도로든 옳다는 감각이 작용한다는 차원을 강조한다. 물론 이 차원에 주목하게 되면, 무엇에서 어떤 권위를 얼마나 받아들이느냐는 문제가 각 개인이 어떤 성향을 가지고 무엇을 추구하느냐의 문제와 내면적으로 얽혀있다는 측면 역시 중시하지 않을 수가 없게 된다. 그러므로 권위가 무엇인지를 탐구하는 작업이 진행하다보면 결국 일정한 활동분야에 실존적으로 참여한 상태의 판단을 피할 수 없는 지점을 만나지 않을 수 없다. 정치적 권위를 탐구하는 사람이라면 해당 사회의 정치적 현안에 대한 나름의 평가를 피할 수 없는 지점을 만나게 되는데, 그 지점이야말로 철학과 정치가 서로 소통해야 하는 지점이다.
