The goal of Social Studies is to develop the qualities for citizenship in a democratic society. In the revised curriculum of 2007, Social Studies aims to build up the citizenship qualities for globalization and information society and the cosmopolitan attitudes in a global village. The most important concepts that characterizes the modern society are globalization and information-oriented. These concepts, therefore, should have been reflected in the goals of Social Studies. But the concept of globalization dealt in Social Studies is excessively identified with economic neoliberalism and the problem is that it does not critically cover the dilemmatic situation which is in conflict with the concept of democracy. As for the concept of information-oriented, it just emphasizes the aspects of technical changes. So it? insufficient to deal with the essential aspects like social and individual identity changes caused by information society. To solve these problems, first, we need to try to understand the globalization and information-oriented in terms of various democracy such as political democracy, socioeconomic democracy, producer democracy, dailiness democracy. Also, Social Studies should aim for deliberative democracy and participatory democracy, should pay attention to the cultivation of qualities for independent participants in a governance type of society in order to make people prepared as cosmopolitans who are to lead the globalization and information society.

사회과는 민주시민의 자질 형성을 목표로 하는 교과이다. 2007개정 교육과정은 사회과의 목표를 세계화·정보화에 관한 시민적 자질, 지구촌 사회의 세계 시민으로서의 태도 함양으로 설정하고 있다. 현대 사회의 특징을 설명하는 가장 중요한 개념이 세계화, 정보화이므로 이러한 시대적 특성은 사회과의 목표에 반영되어 있어야 한다. 그러나, 사회과에서 다루어지고 있는 세계화 개념은 지나치게 경제적 신자유주의와 동일시되고 있고, 민주주의 개념과 충돌하는 딜레마적 상황을 비판적으로 다루지 못하는 문제점을 갖고 있다. 정보화 역시 기술변화적 측면만 강조되다보니 정보화가 초래한 사회와 개인의 정체성 변화와 같은 본질적인 측면을 다루는 데에는 부족하다. 이러한 문제를 해결하기 위해서는 우선 세계화·정보화 현상을 정치적 민주주의, 사회경제적 민주주의, 생산자 민주주의, 일상성의 민주주의와 같이 다양한 민주주의 관점에서 파악하려는 노력이 필요하다. 또, 세계화·정보화 사회를 이끌어 나갈 세계시민으로서의 자질을 형성하기 위해 사회과에서는 심의민주주의, 참여민주주의를 지향해야 할 것이며, 거버넌스형 사회의 주체적 참여자로서 자질을 형성하는 데에 주목해야 할 것이다.
