This study conducted a cross-cultural comparison in measures of interactivity and vividness of South Korean and the U. S. online military strategic communications based on Hall’s high- and lowcontext communication and Hofstede’s power distance and individualism/ collectivism. Considering contradictory literature regarding the influence of culture on the Web, this study examined the applicability of the cultural lens on the technological features of non-commercial Web sites. Surprisingly, South Korean military Web sites used more Internet usermessage interactions(RQ1), more Internet user-online communication practitioner interactions(RQ2), more user to user interactions(RQ3), and even more vividness features(RQ4) than their U. S. counterparts. The one-directional results indicated that the traditional cultural perspectives would not perfectly fit on non-commercial Web sites unlike commercial Web sites.

본 연구는 홉스테드의 권력거리, 개인주의/집단주의 문화차원 그리고 홀의 고상황 저상황 커뮤니케이션 차원들을 기반으로 한국과 미국의 온라인 군사 전략 커뮤니케이션에서 보여지는 상호작용성과 활기를 불어 넣는 기술적 요인들에 대한 비교 문화 연구를 수행하였다. 웹상에서의 문화의 영향력에 관한 논박적인 문헌연구들을 고려하면서, 본 연구는 비 상업적 웹사이트의 기술적 특징들 상에서 문화적 차원을 기반으로 한 차이점들이 관찰되는지 내용분석 하였다. 놀랍게도, 한국의 군사 웹사이트들(국방부, 육군, 해군, 공군)은 미국의 군사 웹사이트들보다 사용자 대 메시지 상호작용, 사용자 대 온라인 커뮤니케이션 실무자 상호작용, 사용자 대 사용자 상호작용, 그리고 활기를 불어 넣는 기술적 요인들에 대해 더 높은 수준의 이용 빈도를 보여 주었다. 이러한 일방향적 결과들은 전통적인 문화적 이론 관점들 이 상업적 웹사이트들과 달리 비상업적 웹사이트들에서 완벽하게 적용되기에는 무리가 있음을 암시한다. 이러한 결과에 영향을 미칠 수 있는 환경적 변인들이 토론되었다.
