Natural gas pipelines under construction in Europe are actually more affected by the political and diplomatic management competitions with 'visible hand' than those of market mechanism. Pipeline grid plays a key role to the maintenance and expansion of Russian political and economic leverage over Europe. The characteristics of construction competition of pipeline grids could be summarized as follows. First, the construction competition will be expected to peak in four or five years. The key words of competition are the European independence on Russian gas and conquer of European gas market by Russia. Second, the Russian political and economic leverage over Europe is believed to be used frequently in the future to accomplish energy security goals. Russia has experienced the learning effect of gas leverage already many times. Third, the number of countries to take part in the construction of pipeline grids in Europe would be increased as national interests become more complicated. It implies that the European gas market could be divided and conquered. It may be necessary, therefore, to find a niche market for construction as an endeavor of national energy security strategy for us.

유럽에서 건설 중인 천연가스 수송관은 시장 경제의 메커니즘 보다는 ‘보이는 손’에 의한 정치 외교적인 관리경쟁의 영향을 더 크게 받는다. 천연가스 수송관은 에너지 안보전략으로서의 경제적인 효율성 이외에 세력 확장의 수단으로 이용되고 있기 때문이다. 천연 가스 수송관 건설 경쟁은 첫째, 향후 4～5년 기간 동안 절정에 이를 전망이다. 경쟁의 키워드는 유럽연합의 가스 독립과 러시아의 유럽시장 정복이다. 둘째, 천연가스 레버리지는 러시아의 에너지 안보전략 추구에 대한 의지로 인해 정치, 외교적으로 더 자주 선호될 것으로 믿어진다. 러시아는 이미 가스 레버리지에 대한 학습효과를 수차례 경험했다. 셋째, 천연가스 수송관 건설은 다각 화 형태로 진행될 것으로 판단된다. 정치경제적 이해관계가 복잡하게 얽힐수록 건설에 참여하는 국가들의 수는 늘어날 것이다. 그것은 유럽 시장의 분할 가능성이 높아질 수 있음을 시사한다. 따라서 우리도 에너지 안보전략의 일환으로 협력 틈새를 적극 모색할 필요가 있을 것이다.
