The main purpose of this study is to prove the voters' needs and wants about the politician, using Means-End Chain theory and APT laddering. It is grasp the structure of decision making about the voters' knowledge and attitude on the politician, and research the value of voters about the politician. Data were collected from 288 undergraduate students with purposive sampling through applying APT paper laddering. The target of research was the late South Korean President Roh Moo-Hyun, and as the result, the value map of the voters about the late President Roh Moo-Hyun was constructed. The results of this study are summarized as follows. The respondents' HVM about the late President Roh Moo-Hyun considered the value of happiness as a important element, and the benefit of psychological stability and booming economy of plain people was sought with the policy for plain people as a attribute item. And the value of the realization of a just society was considered as important, and the importance of conscience and honesty was sought as a psychological benefit. Also, fair and objective journalism was sought as functional benefit. It is started from the reform of journalism as a attribute item. As a result, the value structure of voters about the late President Roh Moo-Hyun was started from the attribute of the policy for plain people and the balanced regional development policy, and combined into the value of happiness and the realization of a just society. Especially, this value structure was importantly sought not in personal value but in social value.

본 연구는 정치인에 대한 유권자의 욕구와 바람을 확인하는 것에 초점을 두어 수단-목적 사슬이론과 APT 래더링을 통해 연구되었다. 이는 정치인에 대한 유권자의 지식과 태도에 대한 의사결정 구조를 파악하면서, 그들이 추구하는 정치인에 대한 가치를 탐구하고자 한 것이다. 본 연구의 데이터는 편의적 표본추출의 APT 래더링 설문지를 통해 국내 대학생 288명으로부터 수집되었다. 정치인으로서의 연구 대상은 故 노무현 전 대통령이었고, 그 결과로 노무현 전 대통령에 대한 유권자의 가치지향성과 가치지도가 구성되었다. 본 연구의 구체적인 결과는 다음과 같다. 노무현 전 대통령에 대한 응답자의 가치단계도는 <행복>이라는 개인적 가치가 중요하였고, <심리적 안정>과 <서민경제 활성화>의 혜택이 <서민을 위한 정책>이라는 속성으로 추구되었다는 점이다. 그리고 <정의사회구현>의 가치도 중요하게 고려하였는데, <양심과 정직>의 중요성과 이를 가능하게 하는 <공정하고 객관적 보도확립>의 혜택이 추구되었고, 이는 <언론개혁 정책>이라는 속성으로 기인되는 것이었다. 결과적으로, 노무현 전 대통령에 대해 유권자가 인지하는 가치구조는 <서민정책>과 <지역균형발전 정책>의 속성으로 시작하여 <정의사회구현>과 <행복>의 가치로 통합되어 구성되었다. 특히 개인적 가치보다는 사회적 가치가 더 중요하게 추구되었다.
