The purpose of this study is to inquire into the true nature of populism, its implication of Korean situations, and to seek for the good use of populism in Korean politics. 'Populism' is the concept for unifying the time-serving policies for gaining and maintaining power with the following consciousness inclination and attitudes for gaining econo-social self-interest of the governed class. As mending the deformities of the representative politics and delivering the participant ability which is the positive functions of populism, if the plan using the electronic functions by the associative which deliberate problems by the cultured people endowed with high-consciousness of democratic politics is inquired, that will be the plan for good use of the populism.

이 연구의 목적은 포퓰리즘의 본질과 한국적 상황에서의 의미를 규명하여 그것의 한국정치를 위한 선용방안을 모색하는 데 있다. 포퓰리즘은 지배계층의 권력 획득 및 유지를 위한 대중영합적 정책과 피지배계층의 경제사회적 사익을 얻기 위한 추종적 의식성향 및 태도를 총칭하는 개념이다. 참여 민주주의, 심의 민주주의, 결사체 민주주의, 전자 민주주의 등은 포퓰리즘의 선기능으로서 대의제 민주주의의 보완책의 역할을 더욱 충실히 할 수 있을 것이다. 다시 말해서, 대의정치의 결함을 보완하면서, 포퓰리즘의 긍정적 기능인 참여 역량을 살리면서, 고도의 민주정치의식을 갖춘 교양인이 심의하는 결사체가 전자 기능을 이용하는 방안이 강구된다면 그것이 곧 포퓰리즘의 선용방안이 될 것이다.
