The training of police cadets is an important issue because it affects their future performances as police officers on the job, especially their policing skills, perception of society, and occupational ethics. This study tries to find some lessons from the training systems of police cadets in advanced countries. One characteristic of the training systems of police cadets in advanced countries is that their training curriculums include the mastering of communication skills with mother tongue and at least one foreign language. Another is an emphasis of practice such as on-the-job training by a "switch-system". Third one is a provision of job security to police cadets. The forth is the motivation of cadets by high salary. And the fifth is a considerably long training period. These characteristics suggest that the Korean training of police cadets be expanded longer and the training curriculum be more various. They also suggest the switch system be introduced for more effective practice-oriented training. To motivate police cadets during training period, a better job security and high salary should also be provided.

신임순경에 대한 교육훈련은 경찰관들이 평생에 걸쳐서 행하게 되는 직무수행에 필요한 지식 및 기술, 기본적인 소양, 직무윤리 등을 처음으로 배우고 익히게 되는 과정이므로 그 의미는 매우 크다고 할 수 있다. 본 연구는 미국, 영국, 일본, 독일 등 선진 외국의 신임순경 교육훈련제도의 특징을 살펴봄으로써 우리나라의 신임순경 교육훈련제도에 시사하는 바를 살펴보고자 하는데 그 목적이 있다. 선진 외국의 신임순경 교육훈련제도의 특징으로서는 첫째, 실무위주의 교육과정과 모국어 및 외국어교육의 강화, 둘째, 장기간의 교육훈련 및 스위치 시스템의 확립을 통한 현장교육훈련(On-the-Job Training)의 강화, 셋째, 교육생들의 신분보장 및 현실적인 보수지급을 통한 사기진작 등을 들 수 있다. 이러한 특징들을 통하여 우리나라의 신임순경 교육훈련제도에 시사하는 바를 살펴보면, 첫째, 교육과정의 체계적인 개편, 둘째, 총교육기간의 연장, 셋째, 실습교육의 강화, 넷째, 교육훈련효과의 극대화를 위한 Switch System의 정착, 다섯째, 교육훈련과정에서의 교육생들에 대한 신분보장을 통한 사기진작 등을 들 수 있다.
