In spite of the government's efforts, narcotic-related crimes aren't decrease. This study involves diagnosing narcotics problem in Korea and other countries, treating the operations or functions of each national agencies. And through comparing with other countries(such as U.S.A. , E.U. , England, Japan), it suggests the alternatives for improvement. In Korea, Ministry for Health, Welfare and Family affairs, Korea Food & Drug Administration, municipal governments works for prevention of drug abuse or misuse or leading for legally using of drugs. Prosecutor's office, Police, Korea Coast Guard, National Intelligence Service, Korea Custom Service operate for inspection, search and investigation. In the U.S, federal agencies such as Office of National Drug Control Policy, National Drug Intelligence Center, Drug Enforcement Administration operate for control drug problems. European Monitoring Centre for Drugs and Drug Addiction, The European Police Office perform to counter narcotic related crime for E.U. In England, Serious Organised Crime Agency, Scottish Crime and Drug Enforcement Agency exist for controlling drug problems. In Japan, the prime minister directly charge the Counter Narcotics Operations Headquarters, and police, Ministry of Health, Labor and Welfare. This study suggests following alternatives based on comparative analysis ; ① it needed to establish agency like DEA to take full charge of narcotic problems, ② strengthening of control tower function to cooperate among the agencies, ③ information sharing between national agencies is required, ④ recruiting personnels who guaranteed professionality and specialty.

각급 국가기관의 노력에도 불구하고 마약류 범죄의 감소가 뚜렷하지 않은바, 이 연구에서는 우리나라와 각 국의 마약류 문제를 진단하고, 국내 각 기관들의 대응 및 문제점을 확인하며, 미국, 유럽연합, 영국, 일본 등 주요국가의 대응 기제와 비교하여 우리의 개선 방향을 논하였다. 우리의 경우, 보건복지가족부, 식약청, 기타 각급 지방자치단체 등에서 마약 오남용의 예방 및 합법적 사용 유도 관련 업무를 수행하고 있으며, 검찰, 국가정보원, 경찰, 해양경찰청, 관세청 등의 기관에서 주로 조사ㆍ수사ㆍ단속 기능을 수행하고 있다. 미국에서는 국가마약통제정책실(ONDCP), 국가마약정보센터(NDIC), 마약수사청(DEA) 등의 기관이 설치되어 있으며, 유럽연합에서는 유럽연합 마약과 마약중독 관리센터(EMCDDA), 유럽연합 경찰청(EUROPOL) 등의 기관이 기능하고 있다. 영국은 중대조직범죄청(SOCA), 스코틀랜드 범죄ㆍ마약단속국(SCDEA) 등의 기구를 두고 있으며, 일본에서는 총리대신 직할의 약물남용대책추진본부를 비롯하여, 경시청, 후생노동성 등이 관련 업무를 관장하고 있다. 외국의 사례를 바탕으로 제언하자면, 우리의 경우도 마약류 감시ㆍ수사ㆍ단속 전담기관이 필요하며, 산재된 기관 간의 정보와 의견을 조율할 수 있는 기구 운영의 실질화가 시급하다고 할 것이다. 나아가 마약류 범죄 및 마약류에 대한 정보공유가 원활해져야 할 것이며, 전문수사요원의 증원이 필요다고 할 것이다.
