This study is to analyze the teachers' conception on the actual condition and level of school autonomy in the area of academic affairs and school management, teaching and administrative staff organization, personnel affairs and curriculum, and financial management. To accomplish this purpose, documents, materials and research data concerning school autonomy were
analyzed and studied. And to analyze the teachers' conception on the actual condition of school autonomy, survey method was adopted. The subjects for survey were principals, vice-principals and teachers of elementary and secondary schools. On synthesizing the result of the analysis on teachers' conception on actual condition of school autonomy, the degree of participating in decision making of school members is slightly higher than the degree of sticking to traditional
practices and guidelines of superior administrative office in the area of academic affairs and school management, and curriculum. On the other hand, degree of sticking to traditional practices and guidelines of superior administrative office is higher than degree of participating in decision making of school members in the area of personnel affairs, on-the-job training and supervision, administrative and financial affairs, and community affairs. School management activities were often done by traditional practices and guidelines of superior administrative office rather than creative and autonomous management based on the individual characteristic of schools. The direction and disposition of promoting autonomy of schools should be differentiated depend on the area of autonomy.

이 연구는 학사 및 학교경영, 교원 및 직원 조직, 인사 및 교육과정, 재정운영 등에 있어서 자율화의 수준을 분석하고, 이를 토대로 자율화 추진의 완급을 조절하는 데 활용할 수 있도록 하고자 하였다.
이러한 연구 목적을 달성하기 위하여 학교 자율화 관련 선행이론과 문헌 분석 학교자율화 추진 현황 분석, 관련 전문가 협의회 및 면담, 학교 자율화에 대한 교원의 인식분석 등의 연구방법을 활용하였다.
각 영역별 자율화 실태에 대한 교원의 인식 분석 결과를 종합해 보면, 총 4개 영역에 있어 학사 및 학교경영 영역과 교육과정 영역은 상급행정기관의 지침 및 관행 답습 정도에 비해 구성원의 의사결정 참여 정도가 조금 높게 나타났다. 반면 인사, 연수 및 장학 영역과 행․재정 및 지역사회 영역은 구성원의 의사결정 참여 정도에 비해 상급행정기관의 지침 및 관행 답습 정도가 더 높게 나타났다. 학교경영 활동에 있어서 단위학교의 특성을 고려한 창의적ㆍ자율적 운영보다는 대체적으로 상급 교육행정기관의 지침ㆍ
지시ㆍ관행에 의해 이루어지고 있음을 알 수 있다. 따라서 영역별로 자율화를 추진하는 방향과 성격이 달라야 할 것이다.
