This study aimed at making way for youth in entrusted alternative school by youth facilities, especially focused on the development of their vocational competence. For this aim of study first of all the discourse and practice of alternative school in Korea was discussed. Then the situation of diverse forms of alternative school and the increase of drop out students in Korea was described. This study has emphasized that the development of vocational competence of drop out students is for their survival very important. In order to develop their vocational competence at first on the actual conditions of the entrusted alternative school by youth facilities was researched. Secondly based on the result of the research the directions and tactics of policy was studied. Finally as a conclusion of this study a model of policy for the development of vocational competence of drop out students in alternative school was proposed.

본 연구는 연구의 목적을 청소년기관 위탁 대안학교에 재학 중인 청소년들의 직업역량 개발에 중점을 두었다. 이 목적을 이루기 위해서 먼저 1990년대 하반기부터 제도권 교육을 거부하고 등장한 대안교육에 대한 논의와 실천에 관하여 논해졌다. 다양한 대안교육의 이념들은 다양한 형태의 대안학교를 양산했고, 계속되는 공교육의 붕괴로 인한 학교부적응 및 학업중단 청소년들이 급증하고 있다는 사실이 서술되었다. 이들을 위한 진로를 누군가가 고민하여야 하고 이들을 사회에 정상적으로 진입시키기 위한 방안이 강구되어야 했다. 본 연구는 이들을 위한 역량개발에 있어서 직업역량의 개발은 이들의 생존의 근거를 마련해주는 중요한 일임을 강조했다. 이들의 직업역량을 개발하기 위하여 먼저 대안학교를 위탁 받아 운영하는 청소년기관들의 실태가 관계자들의 심층면접을 통해서 조사․분석되었고, 이를 토대로 발전적인 정책의 방향과 전략들이 고찰되었다. 최종적으로 이들을 종합하여 연구의 결론으로서 청소년기관 위탁 대안학교 청소년들의 직업역량을 개발하기 위한 방안이 하나의 정책모형으로 제시되었다.
