Following the inauguration of the Lee Myung-bak Government, unification education shifted in accordance with the changes made in North Korea policy. The new unification education policy focuses on establishing a future-oriented view on unification, a healthy perspective on security issues, and a balanced perspective of North Korea by educating the public using factual and objective evidence regarding the environment for unification and the status quo of North Korea. However, this shift in unification education policy has stirred much debate in society. Although it was generally supported and celebrated by conservatives, liberals were inclined to be against it citing concerns that the new unification education policy could be abused as a tool to develop unnecessary security concerns. This research, which is based on de-classified archives of the government, provides an overview of the Lee Myung-bak Government's North Korea and unification education policies and proposes improvements on unification education governance to develop a national consensus on unification education. The author believe that researching, developing, and finally applying means to promote the participation of various developers, end users, and related parties of unification education will lead to improved unification education governance and a strengthened national consensus.

이명박 정부 들어 변화된 대북정책에 따라 통일교육정책도 변화하였다. 변화된 통일교육의 방향은 통일환경․북한실상 등에 대한 객관적이고 사실적인 교육을 통해 국민들의 미래지향적 통일관, 건전한 안보관, 균형있는 북한관을 확립하겠다는 의지를 담고 있다. 하지만 통일교육의 방향 전환은 사회적 논의를 촉발하였다. 대체로 보수적인 시각에서는 환영과 지지의 뜻을 밝혔고, 진보적인 시각에서는 통일교육의 취지와는 다른 안보교육으로 변질될 가능성을 우려하였다. 본 연구는 공간(公刊) 형태 정부기관의 자료를 통해 이명박 정부의 대북정책과 통일교육정책을 파악해 보고, 국민적 합의에 바탕을 둔 통일교육의 방향 설정을 위해서 통일교육 거버넌스의 개선방향을 제시해 보고자 하였다. 거버넌스의 시대의 도래를 맞아 다양한 통일교육의 생산자와 수요자 그리고 이해관계자들이 관여할 수 있는 방법을 연구하고 개발하여 적용해 보는 것이 통일교육 거버넌스를 개선하고 대북정책에 대한 국민적 합의를 제고할 수 있는 길이다.
