Agriculture in the DPR Korea managed in a higher intensive way in order to increase productivity in small cultivation areas. However, the intensive farming method was not up to the expectation, so that double cropping system has been recently emphasized to solve the food shortage specially in spring season. Double cropping system is encouraged in the DPR Korea, due to the fact that it is recognized as the effective system to raise up the productivity in the same cultivated land without land expansion. In reality, however, it is impossible to solve the food shortage by DPR Korea itself because of the small area of cultivated land and severe growing condition such as cool temperature, low soil fertility and so on. The unique way to solve the food shortage of DPR Korea is either complete international support or cooperation with south Korea. The international support is quite temporary, whereas the cooperation between south and north Korea brings lasting peace on the Korean peninsula as well as solving the food shortage of DPR Korea. Although agricultural cooperation is quite transitional at the present time, sustainable cooperation will bring the mutual benefits and prosperity between two nations ultimately.

북한의 농업은 과거부터 집약농법을 특징으로 하고 있다. 이는 제한된 경지면적 조건하에서 식량문제를 해결하기 위한 방안으로 농업생산의 노동집약화를 추구하는 것이었다. 토지이용률을 극대화하는 밀식재배는 최근에 와서 비료부족으로 기대할 만한 수량을 올릴 수 없어 서서히 사라지고 춘궁기 식량난 해소를 위해 이모작이 강조되고 있다. 특히 이모작은 경지의 외연적 확대와 동일한 효과를 가지는, 식량문제 해결을 위한 중요한 방안으로 인식되어 적극 장려되고 있다. 그러나 북한의 협소한 경지면적과 불리한 재배환경하에서 북한 자체적으로 식량의 자급자족은 불가능한 것이 현실이다. 따라서 북한의 식량난 타개는 지금처럼 국제사회의 대폭적인 지원을 계속하던가, 아니면 남북이 상호협력을 통해서 해결할 수밖에 없다. 그러나 현실적으로 국제사회의 지원은 일시적인 지원책이며, 보다 근본적인 해결방안은 남북이 서로 농업협력을 통해서 풀어 가는 것이 최상의 정책이다. 남북한 농업협력은 과도기에는 인도적 차원의 지원성 협력이 될 수밖에 없으며 중장기적으로 남북이 서로 지역특성을 고려하여 상호 장단점을 보완하는 상생의 남북협력 형태로 발전되어야 할 것이다.
