At May 2008, in the local visitation of the Farm of the Gil-ju, Hamkyungbukdo, North Korea, Kim Jong-il said, "at present, it is most important thing that solved the food problem or the eating problem." In this fact, we understanded the food problem of the North Korea is very serious. The North Korea, for the self-reliance from the poor economic circumstances, is striving to the recovery of industrial production facilities and recovery of industrial production facilities. It is the international financial institutions that can do the key role for the problems solving. But North Korea can not accept the Aid funds, at present. Because North Korea is not a member nations. For accepting the aid funds, first of all, North Korea must be satisfied with the admission condition of the International Financial Institutions and do enter into the member nation of the International Financial Institutions. Therefore, in this article, I will inspect the next contents. Firstly, I will inspect the admission process and conditions of the existing the International Financial Institutions and admission conditions changed by the recent finance crisis. Secondly, I will inspect the existed endeavors of the North Korea for the admission of the International Financial Institutions and in the future, what the solving problems for the admission is. Conclusionally, I think that the North Korea must be satisfied with the two conditions. Firstly, North Korea must have the support of the member nations for the admission into the International Financial Institutions, Especially, the support of the U.S. Secondly, when the North Korea apply to the Organization for permission, the IMF's Membership Committee(MC) inspect the economic circumstance of the application nation and can demand the more data about the dubious conditions and items. In this course, the North Korea must give the member nations the confidence of the financial transparency and the establishment of the supervision systems.

북한은 현재 식량난을 포함한 경제수준은 매우 열악한 것으로 나타났다. 이러한 경제난을 해결하기 위한 방법 중 하나가 국제금융기구의 가입으로 판단된다. 이에 본 논문은 먼저, 국제금융기구의 가입 절차와 더불어 국제금융질서의 변화에 따른 가입조건에 어떠한 변화가 있는지에 대하여 살펴보고, 둘째, 법·경제적 측면에서 국제금융기구의 활동으로 인하여 채택한 규범의 내용과 향후 변화 내용을 검토한다. 마지막으로 북한은 국제금융기구 가입을 위하여 국·내외적으로 어떠한 노력을 했으며 향후 해결하여야 할 과제를 검토하고자 하였다. 그 결과 북한은 우선 미국과의 관계 개선을 위하여 최선의 노력을 기울여야 할 것으로 보인다. 나아가, 북한의 국제금융기구의 가입을 위해 국제금융기구가 요구하는 가입 조건을 갖추어야 할 것이다. 그러한 요건으로는 금융의 투명성 확보와 더불어 확고한 감시체제를 갖출 것을 요구하고 있다. 따라서 북한은 이미 가입한 중국, 베트남 등의 모델을 모니터링하여 국내의 경제적, 법적 환경을 개선하여야 하는 한편 국제적으로 국제 환경에 대처할 수 있는 지속적이고 적극적인 노력을 기울여야 할 것이다.
