This study about Education of newly appointed police officer National Central Police Academy and Baden-Wuertemberg state Police Academy by the comparative study to reach current point On the base of these current point, It would present political alternative for efficient education of newly appointed police officer as follows. First, Expansion period of education. Current 6months when are period of training are too insufficient to educate a newly appointed police who goes into service all their life after graduate from the police academy. It is urgent to raise funds to educate newly appointed police officer who is substantial provider of public security service for expansion period of the education. Second, Reorganization of curriculum. Current curriculum of National Central Police Academy focuses on law and subjects of practical affairs for them. Due to these subjects are already apprehended and studied many times. So, It need to extend period of actual training. Baden-Wuertemberg state Police Academy's education system that extend from 6months to 9months since last the second half of 2008 is full of suggestions to us. Also, there is necessity about reinforcement of foreign language, education of humanity, sensitivity trainning and foreign police flowing, the situation of the world. Third, Improvement of Public welfare material. When allowance of education who receive 895,200 won per a month in korea compare with foreign ones. Due to insufficienty had relation to raise the morale and police integrity problems. It has to raise up as far as it goes. Finally, Offering national attention and budget on newly appointed police officer. Considering "Education is a farsight policy", first of all, fund raising is urgent challenge for expansion period of the education, solving overcrowded class, public welfare material and raising the morale. Not only most important to realize that police organization development effects to national development at macro level, but also need to understand from policy makers and nation concerning important of education for newly appointed police officer.

본 연구는 신임순경 교육에 대해 중앙경찰학교와 독일 바덴-뷔르템베르크 주 경찰학교를 비교연구하여 시사점을 도출하였다. 이 같은 시사점을 근간으로 효율적인 신임순경 교육을 위한 정책적인 대안을 다음과 같이 제시하고자 한다. 첫째, 교육기간의 연장이다. 현재 6개월이라는 짧은 기간으로는 평생을 경찰공무원으로서 근무해야 할 교육생들에게는 턱없이 부족한 기간이다. 교육기간의 연장을 위해서는 치안서비스의 실질적인 공급자인 신임순경을 교육시키는데 따른 제반 예산의 확보가 시급하다. 둘째, 교육과정의 개편이다. 현재 중앙경찰학교의 교과과정은 주로 법률과목과 실무과목에 집중되어 있다. 이러한 과목들은 신임순경 교육생들이 이미 수차례에 걸쳐서 터득하고 연구하였던 과목들이기 때문에 이러한 과목들에 대한 편성에서 과감하게 탈피해, 실습기간을 늘릴 수 있는 방향으로 전환되어야 한다. 이는 지난 2008년 하반기부터 실습기간을 종전 6개월에서 9개월로 늘린 독일 바덴-뷔르템베르크 주 경찰학교의 교육체계가 시사하는 바가 크다고 할 수 있다. 또한 외국어 교육의 강화와 인성교육과 감수성훈련 그리고 외국경찰의 흐름과 세계정세 등에 관한 과목의 편성도 도입해 볼 필요성이 있겠다. 셋째, 교육생에 대한 후생복지제도의 개선이다. 현재 지급되고 있는 월 895,200원의 교육수당은 외국경찰의 신임순경 교육생들과 비교해 볼 때 부족한 실정으로 이는 곧바로 신임순경 교육생들의 사기진작과 경찰청렴도 문제와 직결되기 때문에 어느 정도 수준에서 인상이 있어야 하겠다. 마지막으로, 신임순경 교육생에 대한 국가적인 관심과 예산의 뒷받침이 있어야 하겠다. 󰡐교육은 백년대계󰡑라는 것을 감안하여 교육기간의 연장과 과밀학급 해소 그리고 교육생들에 대한 후생복지 및 사기진작을 위해서는 무엇보다도 예산의 확보가 최우선 과제이다. 이는 거시적인 차원에서 경찰조직의 발전이 곧 국가의 발전으로 이어진다는 대명제를 인식하는 것이 무엇보다 중요하며, 신임순경 교육의 중요성에 대한 정책입안자들과 국민들의 이해 역시 필요하다.
