The purpose of this study is to analyze the higher education policies on specialization of universities and colleges in the United States in terms of its purposes and directions, and development strategies by the specialization models, and to provide policy implications on the higher education policies in Korea.
The higher education specialization policies in the U.S. were analyzed based on 3 models. First, the government-lead specialization policy is mainly for responding local community demand and for cultivating high skilled human resources in the states. Second, universities have developed and adopted the voluntary specialization policy to survive in the competitive environment, and to pursue their strategic goals. Third, the government-university collaboration specialization policy indicates that government provides efficient higher education system through state's long-term master plan, and universities make every effort to their growth and development based on their own governing system.
The results of this case study suggest that government should make clear purposes of and directions on the specialization policies, more focus on the practical aspects of the policies, and develop long-term and comprehensive plans. For universities, strong leadership and collaboration among the university communities are needed.

본 연구는 미국 대학특성화 정책의 목적과 방향, 특성화 유형별 추진내용과 전략을 분석하고 미국의 대학특성화 정책이 주는 시사점 모색을 목적으로 하였다. 미국의 대학특성화 정책은 크게 세 가지, 즉 지역사회의 요구와 산업인력양성을 위한 정부주도의 특성화, 대학의 생존과 발전을 위해 자체 노력을 바탕으로 한 대학의 자발적 특성화, 그리고 정부의 거시적 정책아래 대학의 합리적․자율적 거버넌스 체제를 바탕으로 한 정부대학 협력형 특성화 등으로 나눌 수 있다. 미국의 대학특성화 정책이 한국 교육에 주는 시사점으로는, 특성화에 대한 명확한 방향설정과 실질적 내용확보, 장기적․종합적 접근을 통한 정책추진, 정부의 효율적․합리적 정책추진, 대학구성원의 협력과 총장의 리더쉽 등을 들 수 있다.
