This study was intended to analyze and reexamine the roles and functions of K.F.T.A(Korea Federation of Teacher's Associations) and K.T.U(Korean Teachers and Educational Workers' Union) and to suggest what their desirable roles and functions will be in the future. For this purpose, this study investigated the characteristics of the roles and functions of K.F.T.A and K.T.U through the related literature reviews and analysis on the in-depth questionnaire. Then it classified them the three roles and functions, respectively. First, the normative roles(functions) were induced through identifying the articles and platform of the organizations. Second, the descriptive roles(functions) were induced through reviewing the actual activities of the organizations. Third, the expected roles(functions) were induced from the survey on the need and expectation of education-related groups and organizations. Finally, the desirable roles(functions) of K.F.T.A and K.T.U were derived from comparing and analyzing these categorized roles(functions).
The results of this study were as follows; First, the concepts of the roles and the functions appeared to be inseparably related to each other, but they need to be formed as the separate concept in order to clarify the meanings of the role and the function. Second, this study should be expanded into the study of conflicting teachers' organizations with each other. Third, the roles and functions of teachers' organizations have been evolved, responding to environmental changes in history and space.

교직단체들 간의 갈등이 불가피한 원인은 일차적으로 양 단체, 한국교총과 전교조 간의 역할과 기능이 다르기 때문이다. 본 연구에서는 종래 두 교직단체의 역할과 기능을 통합적인 개념 틀이 아닌 각각의 역할 및 기능이라는 2×2(교직단체들×역할 및 기능)의 조합 속에서 분석하여 교직단체들 간의 갈등의 원인을 탐색하고 두 단체가 나아가야 할 바람직한 역할과 기능을 탐색하고자 하였다. 이를 위하여 선행문헌의 고찰을 통해 논리적 분석의 틀을 정립하고, 교직단체관련자들에 대한 심층질문지를 통한 의견분석 결과와 문헌 고찰 결과를 함께 교직단체 역할 및 기능의 도출에 활용하였다. 주요 연구 결과는 다음과 같다. 첫째, 역할과 기능은 불가분의 관계 속에서 존재하지만 분리된 개념으로 정립될 필요가 있고, 시제와 관점에 따라 분리해서 접근해야 한다. 둘째, 교직단체의 역할과 기능에 대한 분석결과는 원천적 요인으로서 단체의 이념과 철학에 대한 천착과 역할 및 기능의 단체내․단체간 모순과 대립으로 인한 갈등양상에 대한 연구로 확장되어야 한다. 셋째, 교직단체의 역할과 기능은 역사적으로 진화․발전한다.
