The purpose of the study is to examine the problems and current policies on beginning teachers' certification and appointment process, and to suggest new directions for increasing reliability and connecting the process. For the purpose of the study, the researcher examined various researches on teachers' certification and appointment process and selected expertise and connection between policy areas and universities and local schools as criteria of policy analysis. The result of the study suggest that although current policies on beginning teachers' certification and appointment process have presented to solve various problems which previous researches pointed out, but they still have the problems and need more changes. Current certification process still focuses on selecting functions, not training and guaranteeing qualified beginning teachers. Also certification process and appointment process should be connected, but the certification process and appointment process for beginning teachers are operated separatedly. To solve the problems, the researcher suggests a national examination for the license of teachers which substitutes the first step test of current three-step appointment process. Also the training period of new teachers should be extended to five or six years for increasing their expertises and it could substitute the second step test of current three-step appointment process.

본 논문에서는 초등 교원을 중심으로 교직이행과정의 핵심 부분인 자격부여와 신규 임용 과정의 문제점과 현황을 살펴보고, 전문직의 특성을 중심으로 하여 이들 과정의 신뢰성 및 연계성을 증진시키기 위한 개선을 위한 방안을 탐색하였다. 현행 자격부여 및 임용 방법들은 기존 제도의 문제점을 해결하고 부족한 부분을 보완하고자 하는 노력으로 제시되었지만, 여전히 기존의 연구들에서 제기된 문제점들을 내포하고 있고, 또한 서로 연계되어 운영되어야 함에도 불구하고 서로 동떨어진 느낌을 주고 있다. 이에 본 논문에서는 자격 부여 과정과 임용 과정의 연계성을 높이고, 보다 우수한 교사를 확보하고 초등학교 교사에 대한 사회적 인식을 증대시키기 위해 시험 검정을 통한 자격증 부여, 즉 국가 고시제와 실습 강화 및 양성 기간을 연장하여 교육전문대학원 체제를 통한 교사 양성 방안을 제안하였다.
