The public boarding high school is one of the core policy among educational reforms of the Lee Myung-bak government. This school intended to improve education and living conditions by constructing boarding facility at agricultural-fishing areas. The purpose of the study was to suggest some policy tasks for the rational management system of school staff in public boarding high school. Fpublchieving tchoopurpose, 2,017 responses of the relevant group of 82 public boarding school were analyzed to identify and compare their needs. Some policy tasks for the rational management system of school staff in public boarding high school were suggested based on the research as followings. First, we primarily need to select principals of public boarding high schools based on invitation system. And we have to grant the principals' autonomy to manage the public boarding high school. Second, we need to induce the rotation system with invitation system to select teachers in this school. And we have to make the system of shuffling extension and the benefits of promotion for teachers in this school. Third, we have to ensure the proper working conditions for teachers in this school. And we need to introduce the full-time supervisor of dormitory in public boarding high schools. Also we have to service the houses for teachers in public boarding high schools. Finally, we need to supplement administrative personnel in public boarding high schools for rational management.

‘기숙형 공립고’제도는 농산어촌의 교육여건을 개선하고 교육적 수월성을 추구하기 위한 이명박정부 교육개혁 정책 중의 하나이다. 본 연구는 새롭게 시행되는 기숙형 공립고의 성공적 정착을 위한 합리적인 교직원 운영체제 방안을 구안하는 연구이다. 이를 위해 이미 선정된 82개 기숙형 공립고 관계자들을 대상으로 교직원 운영과 관련된 요구분석을 실시하였다. 이를 바탕으로 기숙형 공립고 교직원 운영체제 합리화 방안을 제안하였다. 본 연구 결과, 기숙형 공립고의 합리적인 교직원 운영을 위해서는 우선, 교장은 초빙형을 중심으로 선발하고, 교장에게 기숙형 공립고를 재량껏 운영할 수 있는 자율권 부여가 필요하다. 교사 선발과 관련해서는 순환근무제와 초빙제의 병행, 전보유예 요청제 및 승진가산점제의 도입이 필요한 것으로 나타났다. 그리고 교직원 관리 및 복지 측면에서는 기숙형 공립고 교원들에게 적정 근무여건을 보장해 주어야 하며, 전문사감 및 사택 제공이 필요하다. 아울러 기숙형 공립고의 효율적인 운영을 위해서는 적정한 행정인력의 충원도 요구된다.
