The purpose of this study is to examine success factors of cooperative local governance which is different from traditional public administration system through the case centering on the project of creation of Dohwadongsan in Jinan. Analytical factors of the case derived from the precedent studies, set up a desire of local government and development, participation of actors, interests of actors, an interaction of actors. The results are followings. Firstly, to express shared desire of public, private, active sector of local society. Secondly, to induce substantial and voluntary participation of local resident through project fair, vision to local development, connected income of resident. Thirdly, to appear expectation effectiveness in intersests of each actor. Fourthly, to form mutual agreement in interaction of actors, such as the trust, transparency, procedural legitimacy, public information. Cooperative local governance formed in four factors of this case successfully. To resolve the local policy agenda more efficiently, social non-governmental organizations and local residents, local government, public officials should interact. In conclusion, cooperative local governance is required to solve the local policy agenda and local development problem in new alternatives.

이 연구는 전통적인 행정체제와는 다른 협력적 로컬거버넌스체제를 구축함으로써 지역의 정책갈등을 줄이고 지역현안 사업을 추진하기 위한 성공요인을 찾는데 목적이 있다. 이를 위해서 진안군 도화동산조성 사례를 중심으로 협력적 로컬거버넌스의 성공요인을 분석하고자 한다. 분석요인으로는 지방통치 및 지역개발 욕구, 행위자들의 참여, 행위자간의 이해관계, 각 행위자간의 상호작용을 주요 변수로 설정하였다. 분석결과는 첫째, 지역사회를 구성하는 공공· 민간 ·자발적 부문의 공유된 욕구가 표출되어야 하고 둘째, 사업설명회와 지역발전에 대한 비전제시, 소득연계를 통한 주민들의 실질적이고 자발적인 참여를 유도해야 하며 셋째, 행위자의 이해관계 속에서 상호간의 기대효과가 발생되어야 하고 넷째, 각 행위자간의 상호작용과정에서 신뢰와 투명성, 절차적 정당성, 정보공개 등을 통한 합의가 이루어질 때 협력적 로컬거버넌스가 성공적으로 형성되었다. 향후 지역현안문제 및 지역개발문제의 해결에 있어서 기존 행정체제가 아니라 협력적 로컬거버넌스의 관점에서 지역정책결정이 보다 많이 요구되어질 것이다.
