Due to the rapid aging of our society, the issues regarding poverty in seniors are arising in Korea, and the measures to satisfy the increasing welfare demands of the aging population are important subjects. The wealth and poverty of a person is determined by the gradual influence of one's ability, level of education and status in the labor market. Accordingly, this study provides improvement measures against poverty as follows. First, complementary measures to improve income polarization should be taken. Second, the urgent welfare support system should be reformed. Third, anti-poverty policies should be reinforced with work inducement policies. Forth, a basic senior pension system needs to be revitalized. Fifth, more work places for seniors should be provided. Sixth, a long term medical treatment insurance system for seniors needs to be revitalized and more infrastructures established. Seventh, senior care service systems should be reinvigorated. Eighth, a senior welfare system needs to be expanded. Lastly, measures regarding senior disease prevention and health enhancement should be considered in addition to the revitalization of various leisure welfare services. The aim of this study is to contribute to the stable life of seniors and enhance the quality of their lives by surveying the cause of senior poverty and its determinants that will arise in the future aging society, and providing measures against the issue of poverty.

우리나라는 급속한 고령화로 인하여 노인의 빈곤문제가 대두되고 있어 앞으로 노인들의 복지욕구 증가를 어떻게 해결하느냐가 중요한 과제이다. 한 개인의 빈곤 여부는 출생에서 시작하여 이것이 개인의 능력, 교육수준, 노동시장에서의 위치에 순차적으로 영향을 미치는 과정을 통해 결정된다. 따라서 본 연구에서는 이러한 빈곤원인에 대한 개선방안을 다음과 같이 제시하였다. 첫째, 소득양극화 개선을 위한 대책 보완이 이루어져야 한다. 둘째, 긴급복지지원제도의 개선이 이루어져야 한다. 셋째, 일을 통한 탈 빈곤정책을 강화해야 한다. 넷째, 기초노령연금제도를 보다 활성화해야 한다. 다섯째, 노인 일자리를 더욱 확충해야 한다. 여섯째, 노인 장기요양보험 제도를 활성화하고 인프라를 구축해야 한다. 일곱째, 노인돌봄서비스사업을 활성화해야 한다. 여덟째, 노인복지서비스를 보다 확대해야 한다. 마지막으로, 노인의 질병 예방 및 건강증진 방안을 강구하고 노인의 여가 복지를 활성화해야 한다. 본 연구는 미래 고령사회에 발생할 노인의 빈곤 원인과 그 결정요인을 살펴보고 빈곤문제를 해결할 수 있는 방안을 제시하여 향후 노인들이 안정적이고 질 높은 노후생활을 영위하도록 하는데 기여하고자 한다.
