This study is to analyze the occurring problems, by abolishing the Province and by reconstructing the local administration systems, and to suggest several alternatives to cope with them. The hot issue of removing the province's role, which is being steadily discussed in the political and academic fields, is because of the inefficiency of the administration which constitutes the hierarchy of the province, the city and the county. And because whether or not the province virtually has the ability enough to deal with the municipal's detailed role. However, in case of abolishing the role of the province and observing the following alternatives, if this occurs, there are worries that a new type of centralization may be born, and accordingly it may damage the essence of the local autonomy system, including whether abolishing it is actually possible or not. As realistic alternatives to reconstructing the local administration system and reestablishing the relationship between province, and city & county, the clear distribution of roles should be preceded. Duplicated functions should be handed over to city and county drastically and the province should manage the tasks, including the broad administrative ones, which are unsuitable for city and county. They should combine the duplicated tasks among which are treated by the special local administration, and create them as their own tasks. Especially, it is not desirable just to combine and to abolish the administrative sectors broadly, and make hierarchical system smaller and flat within one line. So, for the successful reconstructing procedure, the alternatives should be out of uniformity and show the diversities.

본 연구는 지방행정체제의 개편과 관련하여 제기되고 있는 도의 폐지론을 중심으로 제반 과제를 분석하면서 도의 폐지를 대신할 수 있는 대안을 마련하는데 초점을 맞추고자 한다. 정치계와 학계에서 논의되고 있는 도 폐지론의 쟁점은 현행 도와 시․군의 중층제구조가 안고 있는 행정의 비효율성 문제와 현행 도가 실질적 지방분권을 담당할 수 있는 역량이 있느냐의 여부다. 도의 폐지에 따라 강구되는 후속적인 대안들이 자칫 신중앙집권화을 초래하여 지방자치를 훼손시킨다거나 또는 그것들의 실현가능성이 희박하다는 점은 도 폐지론이 극복해야 할 과제이면서 한계이다. 지방행정체제의 개편에 대한 현실적인 대안으로는 도와 시․군간의 관계정립과 함께 업무의 명확한 재배분이다. 상호 중복되는 기능은 과감에게 시․군에게 이양하고 도는 광역행정업무를 포함하여 시․군이 수행하기에는 적합하지 않는 업무, 그리고 특별지방행정기관에서 처리하는 업무 중 도와 중복되는 일을 통합하여 자기의 고유업무로 만들어가야 한다. 또한 지방행정체제 개편의 성공적인 추진을 위해서는 개편논의와 대안모색에 있어 다양성을 보여주어야 한다. 특히, 행정구역을 광역적으로 통․폐합하거나 계층구조를 축소하여 단층제화하는 등의 인위적이고 하향적인 개편이아니라 다양한 논의구조와 더불어 다원화된 개편안이 폭넓게 검토되어야 한다.
