To provide management improvement informations for enhancing the managerial efficiency of the Jeonbuk Development Corporation as well as to suggest an evaluation methodology for systematic managerial evaluations of public agencies associated with Jeonbuk Province, this study reviewed the current managerial evaluation system and major previous literature on Urban Development Corporations in Korea, formulated variable-returns-to-scale(VRS) and super-efficiency data envelopment analysis models for evaluating the managerial efficiency of the Jeonbuk Development Corporation from 2003 through 2007, and analyzed technical efficiency and super-efficiency scores, the sources and amounts of inefficiency, and reference set. The efficient years in the Jeonbuk Development Corporation showed to be 2003, 2005 and 2006 years, of which the efficiency of the 2005 year is the highest level of 110.26%. On the other hand, the efficiency of the 2004 year revealed to be 90.20%, while that of the 2007 year indicated the very low level of 53.56%.

본 연구에서는 전북개발공사의 경영효율성을 제고하기 위한 경영개선정보를 제공하고 전라북도 산하기관들에 대한 체계적인 경영평가를 위한 평가방법론을 제시하기 위해 도시개발공사에 대한 현행 경영평가체계와 도시개발공사의 효율성을 측정한 선행연구들을 검토한 후, 2003년부터 2007년까지의 전북개발공사의 경영효율성을 평가하기 위한 규모수익가변 및 초효율성 자료포락분석모형을 공식화하고, 경영효율성 및 초효율성을 측정한 결과와 비효율성의 원인 및 정도, 준거집단을 분석했다. 전북개발공사의 경영효율성이 100%인 연도는 2003년도와 2005년도, 2006년도인 것으로 나타났다. 5개 연도 중 2005년도의 효율성이 110.26%로 가장 높은 것으로 나타났다. 2004년도의 효율성은 90.20%로 나타났으며, 2007년도의 효율성은 53.56%로 매우 낮은 수준을 보였다.
