This paper suggest Correlational Justice of War concept to solve attritional conflict between Korea and Japan. The concept came from traditional Just War Theory. It has used three famous concepts, jus ad bellum, jus in bello, and jus post bellum. This paper focuses on the critical issues as follows: merits and demerits of the Japanese colonial policy and responsibility, military comfort women coerced by Japan, territory calling dispute (Dokdo and East Sea Affairs), controversy relating the Yashukuni Shrine, controversial history textbook of Japan etc. To solve these issues, this paper points out common reflections of both countries in terms of War Ethics. Instead of blood oriented nationalism, this research tries to take a serious view of culture democratism, global citizenship, and multiculturalism. As more specific practical way of action, this paper suggests four points as follows: first, to make alternative mechanism to draw domestic solidarity, second, to exchange academic and cultural experience at the many level, third, to make well organized way to emit people's big wrath, finally, sometimes to show bold making decision at special topics, for example, East Sea and Dokdo territory calling issues through closely making good relationship of both Korea and Japan.

이 논문은 한일간의 전쟁관련 소모적 논쟁을 극복하기 위해 정의전쟁론의 기존 개념, 즉 전쟁자체의 정당성, 전쟁수행상의 정당성, 그리고 종전의 정당성을 원용하여 ‘전쟁의 상관적 정당성’ 개념을 상정하였다. 이 논문은 일본에 의해 비롯된 중대사건을 중심으로 살핀다. 예컨대, 식민지배 공과 및 책임, 종군위안부 문제, 독도 및 동해 표기 문제, 야스쿠니 신사 참배 문제, 역사 교과서 문제 등이다. 그리하여 한일간의 갈등을 극복하기 위해, 과거사문제를 전쟁윤리의 측면에서 비판적으로 고찰하고, 양국 스스로 반성해야 할 점을 지적하고 있다. 이 논문은 양국 관계의 발전을 위한 추동력을 혈연적 민족주의가 아니라 문화 민주주의, 세계시민윤리, 다문화주의에서 찾을 것을 제안한다. 이 논문은 한일간의 갈등 극복을 위한 구체적인 실천 방향을 제시하고 있다. 첫째, 국민내부 결속을 위한 대안적 기제를 개발해나갈 필요가 있다. 둘째, 한일양국간에 다양한 학술적·문화적 교류를 실시해야 하고, 그것을 정례화해야 한다. 셋째, 국민적 분노의 표출방식을 세련되게 기획할 필요가 있다. 넷째, 한일 양국은 특정 주제(동해 표기, 독도 영유권 문제 등)에 대해 대담한 결정을 간헐적으로 보여줄 필요가 있다.
