This paper estimates an aggregate stochastic production frontier using time-series data for the Korean economy in 1973-2007 to examine whether public capital stock reduces aggregate technical inefficiency in the gross domestic product and also introduces an average production function to measure output elasticity of public capital. A stochastic production frontier is estimated in first-differenced form, and the one-sided residuals are regressed against the stock of public capital per labor. First of all, this paper shows that the value of estimated elasticity of public capital stock is positively low and is insignificantly different from zero. This result contrasts with the widely reported previous empirical result that public capital increases real output in the Korean economy as a direct input in an average production function. This result also reveals that estimated technical inefficiency is negatively related to public capital and suggests that public capital stock reduces technical inefficiency in gross domestic production function. This implies that public capital enhances economy-wide technical efficiency.

본 논문은 1973년부터 2007년까지 한국경제를 대상으로 국내총생산에 대한 공공자본의 역할을 검토하고 있다. 먼저 공공자본의 산출탄력성을 측정하기 위해서 평균생산함수를 도입하였고 또한 국내총생산에 대해 공공자본이 기술적 비효율성을 감소시키는가를 검토하기 위해서 확률변경생산함수를 추정하였다. 확률변경생산함수는 일차의 차분형태로 표시되고 단면의 잔차항을 종속변수로 공공자본을 독립변수로 구성되어 있다. 본 논문의 분석결과를 보면, 대상기간 동안 공공자본의 산출탄력성 계수 값이 작은 것으로 추정되었다. 이는 공공자본스톡의 직접투입요소로서 역할이 다른 직접투입요소인 자본스톡보다는 미약하다는 것을 의미한다고 볼 수 있다. 그리고 추정된 기술적 비효율성은 공공자본스톡과 역의 관계로 공공자본스톡이 생산의 기술적 비효율성을 감소시키는 역할을 하고 있는 것으로 분석되었다. 이는 공공자본이 국가경제의 효율성을 증대한다고 할 수 있다.
