The present study examined and evaluated how the televised debates had been proceeded by doing three case studies of two local electral districts (Dobong-Gap, Seoul, and Sacheon, Gyeongsang Namdo) and one proportional representation during election campaigns for the 18th National Assembly. The analyses focused mainly on the formats and contents revealed in the televised debates. The analysis of format structures could show explicit appearances of the debates, while the analysis of debate contents could reveal debate/communication strategies of each candidate. Judging from the results of the three case studies, the televised debates turned out to have no vitality and substance of the political debate. Several reasons can be construed: first, subjects of each debate were too broad and desultory to attract viewers’ attention. Second, it was unreasonable to verify three or four candidates within approximately an hour of televised time. Third, the televised debates under study were alike in stage settings that arranged candidates’ seats toward the front or the camera, which led debates to be more like speeches instead of showing the confrontation among candidates. Fourth, there were multiple candidates and a facilitator in televised debates, but there were no audience in the spot. This might lead debates dull and lifeless. Finally, the unskillfulness of facilitators and candidates themselves need to be reconsidered for the attractive debates.

본 연구는 18대 국회의원선거 TV 토론회의 사례연구를 통해 우리나라 국회의원 선거방송토론이 어떻게 이루어졌는지를 분석, 평가하고자 하였다. 분석은 TV 방송토론의 진행 형식과 토론 내용을 중심으로 이루어졌다. 토론 공간이나, 진행 방식, 시간 배정 등 토론 형식을 통해서는 토론회의 외연적 모습을 관찰했으며, 내용분석을 통해서는 토론자 간 주고 받은 내용은 물론 그들 간의 커뮤니케이션 방식에 대해서 살펴보았다. 분석대상은 3개 토론프로그램이었으며, 서울 도봉갑과 경남 사천시 두 군데의 지역구와 한 번의 비례대표 토론회였다. 3개 사례에 대한 분석결과, 우리나라 국회의원 선거방송토론회는 형식은 갖추었으나 토론의 내용과 활기가 부족했다고 평가된다. 그 원인은 다음과 같이 정리할 수 있다. 첫째는 토론회의 주제가 너무 광범위했고, 시청자의 관심과 동떨어져 보였다. 둘째는 토론시간과 복잡한 형식의 문제로, 1시간 여의 짧은 시간과 복잡한 토론 형식은 3∼4명의 후보자를 검증하기에 지나치게 의욕적으로 보였다. 셋째는 토론회의 공간문제이다. 전면을 향한 자리배치는 상호토론에 부합하는 대립, 대칭구도라기보다는 일방적 연설형 구도에 가까워 토론에 적합하지 않았다. 넷째는 토론회의 구성 문제로, 다수의 출연자에 비해 방청객을 제한한 탓에 토론의 긴장감이나 열기를 찾아보기 어려웠다는 점이다. 끝으로 토론참여자의 토론미숙도 지적할 수 있다. 사회자의 어리숙한 진행 문제도 있고, 토론참여자의 토론 미숙도 포함된다.
