This treatise is to see through what had happened in 3ㆍ1Independence Movement specially in Kimpo region in terms of socio-economical background and brief history of national movement,
on which I intend to underscore that the Movement in that area has been developed from inside of movement capability since the last stage of the Greater Korean Empire. And by examining how the contemporary Japan responded to this 3ㆍ1 Movement, I want to trace of a process how the Japanese colonial policy was carried out in the local society. Because I believe that by dong so, we may get some better understanding of what is all about Joseon people as the subjects
of anti-Japan fight and Japanese ruling strategy upon Jonseon.
Accordingly, my first concern is to recognize a limitation of 3ㆍ1movement, on which I want to re-examine the procedure of Independent movement, and to get to the point that how Japanese forces appease Joseon people in what way. So, this trial is a sort of research to expand & deepen the original 3ㆍ1 movement confining it in Kimpo region.
Through this work, this study got some idea how contemporary Japanese regime responded to 3ㆍ1 movement in Kimpo area. And its core of the Kimpo 3ㆍ1 movement was found as edifying youth power of Joseon. It means Joseon people's counterplan for Independent movement was definitely imperative against Japan. In fact, Japan's social edification policy. since 3ㆍ1 movement, was decisive in terms of ruling strategy. Regarding this, I thought that to define the whole strategy of central unit including local section of Kimpo movement is so important to get overall shape.
And also it needs to examine how did the tradition of 3ㆍ1 Movement reflect on social or national movement of Kimpo area especially after 1920 and ever since. Because a history itself is not extinct but continuing one. For I believe that there are continuity between local history of 3ㆍ1 movement in Kimpo region and other national movements nationwide. Accordingly we might get into deeper level of Korean modern history as a whole.

본고는 김포지역의 3․1운동을 김포지역의 사회경제적 배경과 민족운동사적 배경을 바탕으로 살펴본 것으로서 김포지역의 3․1운동은 지역 내부의 운동 역량이 구한말 이래 성장하였다는 점을 강조하고자 하였다. 그리고 김포지역의 3․1운동에 대한 일제의 대응을 살핌으로써 이 시기 일제의 식민지 지배정책이 지방사회에서 어떻게 구현되었는가를 살피는 것이기도 하였다. 이는 투쟁의 주체로서의 조선 민중과 그에 대한 대응으로서의 일본의 지배전략에 대한 충분한 이해가 가능해질 것이기 때문이다.
따라서 본고의 관심은 김포지역 3․1운동의 한계성을 인식하면서 그 바탕 위에서 김포지역 3․1운동의 전개과정을 다시 확인하면서 일제가 김포지역의 민심으로 어떠한 방법과 수단으로 무마하고자 하였는가를 살펴보고자 한 것이었다. 그리고 이를 통해 김포지역 3․1운동에 대한 연구의 질과 폭이 확대되기를 기대한 연구의 일환이라고 하겠다.
본고에서는 우선 이러한 연구를 통해 김포지역 3․1운동에 대한 일제의 대응을 간략하게나마 알 수 있었다. 그리고 그 핵심은 청년층에 대한 교화로 나타났다. 이는 곧 조선의 독립운동에 대한 대책으로서 사회교화정책이 차지하는 비중이 대단히 크다는 것을 의미한다. 사실 사회교화정책은 3․1운동 이후
일제가 채택한 문화정치의 한 축이라고도 할 수 있을 만큼 지배정책에서 차지하는 비중이 컸다. 이에 대해서는 중앙 단위의 정책뿐만 아니라 김포지역을 포함한 지방 단위의 사실을 구명하는 것이 필요하다고 생각된다.
또한 3․1운동의 전통이 1920년대 이후 김포지역의 민족운동 혹은 사회운동에 어떠한 모습으로 반영되었는가를 살필 필요가 있다. 그것은 역사란 단절되는 것이 아니라 계기적으로 발전하는 것이기 때문이다. 이는 김포지역사 뿐만 아니라 한국민족운동사와 한국근대사의 연구가 보다 풍부해지고 우리 역
사의 실체적 접근에 도움이 되기 때문이다.
