This article aimed at analyzing practical validity of the 2008 university admission policy. Especially, gaps between the logically derived expectations of the policy claims and the eventual results would be proven with their causal. This would be meaningful work to provide implications for further policy researches and to improve the admission policy in the future.To achieve these purposes, practical validity analysis which based on Dunn's policy argumentation model was equipped as a main frame. Practical validity analysis of policy claims follow the proceedings of: investigation of policy related information, evidences and supports, counter arguments and responses of stakeholders, and gaps between expectations following political claims and results of the implementation with the causes. The result of the study indicated that the political claims of 2008 university admission lack the practical validity since the claims and logical expectations of governmental policy accompanied negative effects as a consequence. The fundamental causes of this outcome are: incorrect 'Policy-relevant information', insufficient consideration for 'Rebuttal', presentation of 'Warrant' and 'Backing' only for justification, mistaken predictions on the policy results, unilateral policy claim, perfunctory and nonobjective evaluation on the policy, and lack of analysis from the perspective of practical validity.According to the findings of the analysis, following implementations for further policy researches are provided. First, practical validity analysis should be provided more. Also, Collecting and accumulating accurate 'Policy-relevant information', adequate consideration on 'Rebuttal', supplying validity and objective 'Warrant' and 'Backing', and maintaining open-minded thoughts of the policy analysts are required. Furthermore, to improve the university admission system, regarding the balance of academic and non-academic domains, verification of admission criterion, understanding reaction strategies of admission stakeholders and shadow education mechanism, and restraining extreme ideological and political approaches are needed.

이 논문은 2008대입제도의 실제적 타당성을 종합적으로 분석하였다. 연구의 목적은 2008대입제도의 정책주장의 논리적 기대와 실제 결과의 차이점과 그 원인을 찾고 향후 대입제도 개선과 정책연구를 위한 시사점을 얻고자 하는 것이다. 이를 위해 이론적 배경에서는 Dunn의 정책논변 모형을 바탕으로 정책주장의 실제적 타당성 분석을 위한 분석틀을 제시하였다. 정책주장의 실제적 타당성 분석은 정책관련정보 분석, 근거·보강 분석, 반론과 이해관계자 대응 분석, 정책주장 및 논리적 기대와 실제 정책 및 정책결과의 차이와 원인 분석 순서로 진행되었다. 분석 결과 정부의 정책주장과 논리적 기대와는 다른 부정적인 효과들이 나타남으로써 2008대입제도 정책주장은 실제적 타당성을 갖추지 못한 것으로 나타났다. 그 원인으로는 ‘정책관련정보’의 오류, 충분한 ‘반론’ 검토 미흡, 정책주장 정당화를 위한 ‘논거’·‘보강’ 제시, 미흡한 결과 예측, 일부 집단과 이념에 의한 정책주장, 정책에 대한 객관적인 평가, 실제적 타당성 분석 미흡 등이 제시되었다. 이를 바탕으로 유용한 정책연구를 위한 시사점으로는 실제적 타당성 분석의 필요성, 합리적인 분석을 위한 정확한 ‘정책관련정보’ 수집, 충분한 ‘반론’ 검토, 타당하고 객관적인 ‘근거’·‘보강’ 제시, 정책분석가의 개방적인 자세 등을 제시하였다. 대입제도 개선을 위한 제언으로는 학생부 반영 적정화, 대학 모집단위별 특성화전형, 대입 관련 이해관계자들의 대응전략과 사교육 메커니즘 이해, 지나친 이념 지향이나 정치적 접근 지양 등을 제안하고 있다.
