The purpose of this paper is to estimate the evaluation of non-educational college which is raising and training pre-teachers at university, and investigate political behavior of that institution. The scope of study is mainly focused on the departments of the teacher training course which is established at general university, compared them with the department of education and comprehensive evaluation of university.Study contents are three levels. First, the introduction of the teacher training course evaluation(the process of the teacher training course evaluation, the aims of evaluation, contents of evaluation, method of evaluation, usage of evaluation). Second is the evaluation on the teacher training course evaluation. Third is political behavior of appraisal institution. These three study contents are discussed on the point of educational policy and educational politics.Study methodologies are literature survey which is related with university evaluation and the teacher training course evaluation, and interview with relative 15 persons who are in charge of evaluation and estimated persons.The results of study are like these; the background and the aims of evaluation are mainly focus on the reasonable goals, but in the back side, they have another goal which is restructuring teaching university. And the appraisal institutions showed various political behaviors to get better result of evaluation.

본 논문은 일반대학에 교직과정을 개설하여 운영하고 있는 대학들이 대학평가 과정에서 보여주는 다양한 정치행태에는 어떠한 것들이 있는가를 사실적으로 밝히는 데 연구의 목적이 있다. 연구의 범위는 일반대학의 교직과정 개설 학과를 중심으로 하되, 논의의 전개상 필요한 부분은 일반대학의 교육학과 및 대학종합평가 과정에서 나타난 정치행태도 포함하였다.연구내용은 비사범계열 교직과정 평가에 대하여 개관(평가의 경과, 평가 목적, 평가 내용, 평가 방법, 평가결과의 활용)하고, 평가 개관에 대한 평가, 피평가기관들의 정치행태 등 세 가지를 정책학 및 정치학적 관점에서 논의하였다.연구방법은 교직과정 평가 및 대학평가와 관련된 각종 문헌 조사, 참여관찰, 평가 주관기관 및 피평가 기관들의 관련자 15명과의 면접(전화 면접 포함)을 실시하였다.연구결과 교원양성기관 평가는 교원양성기관의 체제개편을 위한 방편으로 실시되었으며, 평가를 받는 대학들은 좋은 평가를 받기 위하여 다양한 전략들을 구사하고 있는 실제를 규명할 수 있었다.
