New government tries to implement educational policy that provides educational consumers with choice and qualified education through 'high school diversity 300 project' including 150 public boarding schools, 100 autonomous private high schools, and 50 meister high schools. Among high schools at rural areas, 82 public schools were selected as public boarding high school by MEST in 2008. Among 82 public boarding schools in nationwide, 13 schools were selected at Kyungpook province. The purpose of the study was to analyze the process of implementation of and suggest some policy alternatives for the successful operations of the public boarding high school at Kyungpook province. The seven policy alternatives of the activating of public boarding high school at Kyungpook province were as follows. First, 'boarding school' should be made as perfect autonomous school. Second, the selection unit of students in public boarding school, the school-community district should be considered in priority. Third, the school should organize curriculum for reinforcing strong points based on school size, to operate diversified and specialized curriculum. Fourth, educational administrator with high ability should be recruited by principal public application or invitation. And the educational administrator should have authority and power for student selection, curriculum formation and operation, and school finance operation. Fifth, the school should have diversified educational and living facilities for making good educational environment, especially boarding. Sixth, district and local government should reinforce administrative and financial support system. Finally, 'collaborative school organizational culture' should be made.

이명박 정부는 기숙형 공립학교, 자율형 사립고교, 마이스터고 등 ‘교교 다양화 300 프로젝트’를 통해 교육 수요자들에게 선택과 양질의 교육을 제공하는 교육정책을 펼치고 있다. 기숙형공립고등학교는 농산어촌지역과 중소도시 및 도시 저소득층 밀집지역 공립고교 중 150개를 선정하여 지역사회의 학생들이 그 지역을 떠나지 않고도 다양한 학습경험과 인성을 함양하고, 학교를 중심으로 지역사회를 활성화하도록 하는 데 초점을 두고 있다.이 논문은 이 중 기숙형 공립고등학교의 도입배경을 살펴보고, 경북지역을 중심으로 추진된 정책과정을 기술하고, 정착방안을 탐색․제시하는 데 연구목적이 있다. 2008년도 기숙형 공립고등학교로 선정된 전국 82개교 중 경북지역의 11개군 13개교가 의도한 정책목표를 달성하기 위한 기본방향을 설정하고, 이에 기초하여 일곱 가지 정착방안을 제시하였다. 기숙형 공립학교 정착방안들이 실천되기 위해서는 교육 관련 집단들의 이 제도에 대한 관심과 이해, 열정이 요구되며, 아울러 교육 당국 및 지자체의 충분한 지원과 주기적인 점검 및 컨설팅을 통한 운영 내실화를 기함으로써 농산어촌의 교육력을 제고하여야 할 것이다.
