This study analyzes a process of Korea's teacher evaluation policy formation from the political approach. To achieve this purpose, this study is focused on how the policy has formed and adopted; who the policy players are and what their arguments are; how and when the various policy windows opened and who the policy entrepreneurs were. As a result, the authors present some findings: 1) the policy was nested within political processes and reflected in the right-wing policy; 2) the controversial issues were who and how to evaluate and how the results are used; 3) The policy agenda was altered from the original purpose, private tutoring alleviation measure, to the utilization for teacher personnel policy; 4) the policy entrepreneurs use the policy windows to enter into the policy mainstreams; 5) the policy revealed the necessity of deliberative discourse.

본 연구는 교원평가 정책에 관한 문제, 대안 및 형성 과정에 대한 정치적 흐름을 분석하고자 하였다. 이를 위해 본 연구는 교원평가 정책의 형성 및 채택 과정을 분석하였다. 또한 정책의 이해당사자들은 누구이고, 이들 간에 펼쳐진 정치적 상호작용은 어떠했으며, 정책의 창이 언제 누구에게 열렸는가를 고찰하였다. 분석 결과, 교원평가 정책은 우파 이데올로기가 반영된 정치 산물이라는 점, 누가 평가자이고 그 평가 결과를 어떻게 반영할 것인가가 최대의 쟁점이었다는 점, 정책혁신가는 정책의 창을 활용하여 정책의 주요 당사자들로서 입문하였다는 점, 마지막으로 정책어젠더가 사교육비 경감 일환으로 시작되어 인사정책 자료로 활용되는 것으로 변모하였다는 점 등을 확인하였다.
